Background:

IRC Arizona operates Health, Safety, and Wellness programming across both the Phoenix and Tucson offices, addressing the health, safety, and stabilization needs of refugees, asylees, survivors of trafficking and torture, and other vulnerable populations. The Health Program addresses vulnerable populations' health needs through medical case management, health education, and public health interventions, working in collaboration with the healthcare sector, public health authorities, medical providers, facilities, universities, and community agencies. The Safety & Wellness Department provides therapeutic services, asylum casework, survivor support, anti-trafficking and victim services, and case management for individuals with acute safety and stabilization needs.

As IRC Arizona continues to rebuild and adapt to changing refugee arrivals, an uncertain federal funding environment, and evolving community needs, there is a growing need for statewide coordination across these programs. Rather than operating independently across Phoenix and Tucson, IRC Arizona can strengthen its statewide impact through a unified Safety, Health, and Wellness strategy that aligns resources, expands partnerships, builds staff capacity, and improves outcomes for clients and communities in both offices.

Job Overview:

The Senior Program Manager for Safety, Health & Wellness provides unified, statewide program oversight, staff supervision, partnership development, and grant maintenance for IRC Arizona's Health and Safety & Wellness programs across both Phoenix and Tucson. This position maintains service provision and contract compliance for Therapeutic Services, Asylum Casework, Survivors of Torture, Anti-Trafficking and Victim Services, the Arizona Asylum Network, Preferred Communities, medical case management (Program Initial Resettlement, Matching Grant, and Refugee Support Services), and public health and health literacy programming. This position builds a shared statewide strategy that strengthens program quality, expands partnerships and diversified funding, and coordinates growth and shared learning across both offices, while preserving the ability of each office to respond to its community's distinct needs.

Major Responsibilities:

Statewide Strategy & Coordination

• Serve as IRC Arizona's statewide point of coordination for Health and Safety & Wellness programming, aligning strategy, tools, and resources across Phoenix and Tucson without centralizing day-to-day office operations.

• Identify statewide and office-specific program priorities and support leadership in decisions about program investment, expansion, consolidation, or redesign.

• Create a shared framework for collaboration and shared program standards that promote consistency and quality while preserving local flexibility.

• Build and disseminate knowledge and analysis of local and national public health, safety, and wellness trends that affect IRC clients; act as IRC Arizona's subject matter expert on these issues.

Program Oversight & Quality

• Oversee Health and Safety & Wellness program staff in a manner that supports the exchange of ideas, encourages camaraderie and collaboration, and fosters professional development.

• Design strategies and frameworks to effectively operate programs and coordinate logistics for grant implementation, program subcontracts, and monitoring of grant activities across both offices.

• Implement, monitor, and provide ongoing training on a trauma-informed service model for Health and Safety & Wellness staff.

• Provide appropriate supervision and case coordination to ensure acute client needs are met in a timely and culturally appropriate manner across all programs.

• Monitor provision of services through regular and systematic file reviews, client interviews, and field visits to ensure compliance with donor requirements and delivery of quality services.

• Track budgets, program expenditures, and activities across programs; ensure donor deliverables are met; compile data and draft reports as required by donor and agency specifications.

Program Development & Community Expansion

• Support the development of new and expanded programming, including intensive case management, anti-human trafficking and survivor support services, behavioral health and psychosocial support, chronic disease prevention, maternal and child health, healthcare navigation, community health worker initiatives, and health education.

• Identify key stakeholders, partners, resources, donors, and volunteers to support program growth.

• Assess opportunities to responsibly adapt or expand select services to broader underserved populations whose needs overlap with those of IRC's existing clients, consistent with IRC's mission, policies, and operational capacity.

• Coordinate with other IRC teams to create multi-disciplinary approaches to services that facilitate the best possible client outcomes.

Partnership & Funding Development

• Build and maintain statewide relationships with state and local health agencies, FQHCs, hospital systems, universities, Medicaid health plans, behavioral health providers, law enforcement, community organizations, and philanthropic partners.

• Develop strategies to enhance community outreach and engage new stakeholders.

• Review, recommend, and write new grant opportunities in alignment with the office strategic action plan and in partnership with the Grants Manager, identifying federal, state, county, municipal, foundation, healthcare, and victim-services funding opportunities.

• Support diversification of funding to reduce dependence on refugee arrival levels or any single government funding stream.

Staff Supervision & Development

• Provide direct supervision to program supervisors and staff across the Health and Safety & Wellness departments (see Key Working Relationships).

• Provide coaching, leadership development, technical assistance, and opportunities for cross-office collaboration to strengthen local leadership and staff capacity.

• Provide supervision to AmeriCorps members, MSW interns, and volunteers associated with each program.

Compliance & Organizational Commitment

• Ensure coordination with the development and implementation of outreach and training activities to meet program outcomes.

• Participate in senior management meetings and staff development activities as requested.

• Role model IRC values and commitment to mission and clients.

• Comply with all IRC policies, procedures, and protocols, including the IRC Way and Child Safeguarding.

Job Requirements:

• Graduate degree in social work, public health, or a related field strongly preferred; undergraduate degree in social work or equivalent work experience required.

• At least 5 years of related professional experience, including proven skills supervising case management staff, grant reporting, and program development; multi-site or cross-program management experience preferred.

• Demonstrated experience with trauma-informed, victim-centered, and/or public health service models.

• Excellent written and spoken English skills; bilingual ability preferred.

• Strong organizational skills and detail oriented; excellent writing and analytical skills.

• Case management, victim's assistance, and/or workforce development experience preferred.

• Ability to effectively communicate and work as a team member with collaborative partners, the community, and clients in a cross-cultural, multi-disciplinary environment.

• Computer literacy; database experience preferred.

• Ability to work independently across multiple sites and be a flexible team player.

• Must have a valid driver's license, active insurance policy, and access to reliable transportation to travel regularly between Phoenix and Tucson offices.

• Must possess or be eligible to receive a fingerprint clearance card.

Working Environment:

• A combination of standard office environment, remote work, and field time within the service delivery area to perform the responsibilities outlined above.

• Regular travel between Phoenix and Tucson required; occasional domestic (non-local) travel required, up to 10%.

• May require occasional weekend and/or evening work.

Compensation: (Pay Rate: $69,939 - $92,500/yr). Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
