Police Investigator - Professional Standards

Incentives for Civilian Staff Hiring Bonus/Incentive Pay $1,000 after hire date. $500 after successful completion of Position‑Specific Training. $1,000 after successful completion of probation. $2,500 after one year (after probation). $2,500 after two years (after probation). Vacation & Sick Time Front‑Load For Police Professional staff, upon hire receive one‑time addition of 80 hours vacation and 80 hours sick time. Vacation and sick time biweekly accruals at normal rates for new hires. Education Bonus (if applicable) One‑time bonus for education/earned degree payable after successful completion of probation. Degree must be from an accredited college or university with major coursework related to core functions of the position. Degree must be earned/awarded prior to hire date. If earned after hire, may qualify for a different incentive. If multiple degrees earned, incentive specified for highest degree related to core functions. Incentives: Associate Degree: $500 Bachelor Degree: $1,000 Masters (or higher): $1,500 Moving Expenses (if applicable) If a police department employee moves within 30 miles of the Town borders after final offer, may be eligible for one‑time payment. Guidelines: In‑state (Arizona) move under 90 miles: $250 In‑state (Arizona) move over 90 miles: $500 Out‑of‑state move: $1,500 Travel Reimbursement (if applicable) Reimbursement for travel costs related to testing activities after conditional offer. Keep receipts. Maximum daily reimbursement based on current GSA rates: Airfare: URL Per Diem & Lodging: URL Job Classification Summary Positions assigned to this class are responsible for conducting detailed investigations for criminal, civil, internal, and background caseloads, supporting Detectives and field personnel in preparing cases, contacting and coordinating with personal and other agencies, preparing reports, making recommendations on findings, performing audits and inspections, and assisting in special projects for the department. Essential Duties Conduct comprehensive interviews to establish background, reputation, character, or suitability of applicants, employees, and/or volunteers. Collect, review, and verify data regarding education, employment history, criminal activities and related records. Review completed background interview forms of candidates and volunteers for inconsistencies, errors, omissions, falsifications, and minimum requirements. Analyze investigation results, draw objective conclusions, confer with agency officials or hiring managers, and make recommendations regarding suitability for employment or partnerships. Prepare written background investigation reports in narrative format prescribed by agency policy and AZPOST. Conduct thorough and impartial investigations into allegations of employee misconduct or violations of department policies and procedures. Interview witnesses, complainants, suspects, and department employees to gather information and evidence related to criminal and administrative investigations. Gather, process, and analyze investigative materials such as documents, photographs, videos. Prepare detailed and accurate reports documenting investigative findings. Conduct follow‑up phone calls, emails, and in‑person contacts with members of the public, law enforcement, and investigative partners. Manage caseloads effectively, prioritize tasks, and allocate resources to ensure timely and thorough investigations. Conduct audits and inspections, including those related to property and evidence functions, as directed. Provide technical and analytical support to assist sworn officers and/or detectives in gathering evidence to support criminal investigations in accordance with state and federal law. Maintain confidentiality related to criminal, administrative, and background investigations. Testify in legal proceedings upon receipt of subpoena from a court or administrative body. Perform related work as assigned. Minimum Qualifications Education and Experience: High School Diploma or GED and 3 years of investigation experience in a law enforcement environment; or an equivalent combination of directly related education and experience. Associate’s Degree preferred. Licensing / Certification Requirements Valid AZ Drivers License. Level A Terminal Operator Certification (from the Department of Public Safety) within 6 months of hire or promotion date. Special Requirements Must complete a thorough background investigation including a criminal history check and a polygraph examination. Knowledge Investigation and interview techniques. Pre‑employment background investigations and criminal history searches. Principles of record keeping and records management. Conflict management principles. Modern police practices and procedures. Customer service procedures and techniques. Standard office equipment including computer and programs relevant to applicable duties. Applicable Federal, state, and local laws, codes, ordinances, rules, and regulations. Skills Compiling data, solving problems, using analytical and critical thinking skills. Performing duties accurately and efficiently under time‑sensitive deadlines. Maintaining a high level of attention to detail. Detailed and accurate report writing. Maintaining the confidentiality of records. Effectively communicating with uncooperative people. Planning, organizing, and problem solving. Performing background investigations. Interpreting, applying, and explaining applicable Federal, state, and local laws, codes, ordinances, rules, and regulations. Communication and interpersonal skills for interacting with coworkers, supervisors, the general public, and other interested parties. Physical Demands Sedentary: Exerting up to 10 lbs. occasionally or negligible weights frequently; sitting most of the time. Light: Exerting up to 20 lbs. occasionally, 10 lbs. frequently, or negligible amounts constantly or requiring walking or standing to a significant degree. Medium: Exerting 20‑50 lbs. occasionally, 10‑25 lbs. frequently, or up to 10 lbs. constantly. Heavy: Exerting 50‑100 lbs. occasionally, 10‑25 lbs. frequently, or up to 10‑20 lbs. constantly. Very Heavy: Exerting over 100 lbs. occasionally, 50‑100 lbs. frequently, or up to 20‑50 lbs. constantly. Environmental Factors Daily mechanical hazards, respiratory hazards, chemical hazards, extreme temperatures, electrical hazards, noise and vibration, fire hazards, wetness/humidity, explosives, physical hazards, communicable diseases, physical danger or abuse.
