In-Custody Case Manager I/II (Open and Promotional)

The San Mateo County Sheriff's Office invites applications from compassionate and committed individuals to join their team as an In-Custody Case Manager (ICCM) . The Correctional Division operates two jails in Redwood City: Maguire Correctional Facility (MCF) and Maple Street Correctional Center (MSCC). The Sheriff's Office takes pride in its programs for incarcerated population and has designed the MSCC for programming and case management, with classrooms and over 20 programs for male and female incarcerated individuals. The Corrections Division also offers programs and services to incarcerated persons at Maguire Correctional Facility. To learn more about the Corrections Division, visit: As an In-Case Custody Manager you will: Work one-on-one with incarcerated persons (IPs) in performing case management duties and a variety of technical tasks including planning, implementing, and coordinating jail programs and services in the areas of cognitive behavioral, education/literacy, vocational, and activity-based programs. You may be facilitating program groups using approved curricula designed for the justice-involved population. These critical programs provide IPs opportunities to obtain the necessary skills for successful reentry into the community. Develop basic programmatic procedures, coordinate functions with other program areas such as Community Based Organizations, Adult Probation, Correctional Health, Human Services Agency and Behavioral Health Recovery Services. As an ICCM, you will assess people for the areas of need to focus on during incarceration, prepare reentry plans to link people with services and support upon release, and work with like-minded colleagues that assist the justice-involved population in their reentry journey. Your contributions will benefit men and women during their incarceration and after their release. Challenging aspects of the job: You'll manage a caseload with competing deadlines to offer vital resources essential for the successful reintegration of individuals who have been incarcerated. You will work with personnel at all levels within correctional facilities, as well as with various providers who deliver programs and services within the jails. The ideal candidate will be: Highly organized and detail oriented . Exhibits the ability to meticulously manage multiple tasks and priorities, ensuring that all aspects of case management, program planning, and coordination are handled with precision. Maintains a strong focus on the details of work content, steps, and final outcomes to ensure accuracy and thoroughness in all aspects of case management and program implementation. Adaptable. Demonstrates flexibility and the ability to adapt to changing situations within the correctional environment. Capable of adjusting to new instructions from various peace officers and senior-level staff members while effectively managing shifting priorities in program delivery and case management. Collaborative: Proven ability to work effectively as part of a Multi-Disciplinary Team (MDT), coordinating services and programs with partner agencies such as Community-Based Organizations, Adult Probation, Correctional Health, Human Services Agency, and Behavioral Health Recovery Services. Fosters teamwork to ensure the seamless delivery of services to incarcerated individuals. A self-driven team player. Takes initiative in a fast-paced environment, proactively identifying tasks that need to be accomplished without waiting for specific instructions. Works independently while also contributing to team goals, ensuring that the needs of incarcerated persons are met in a timely and efficient manner. Possesses strong communication and people skills, essential for interacting with various staff members, departments, and the public. Demonstrates a commitment to providing personalized support to incarcerated persons, focusing on their successful reentry into the community. Ethical . Ensures that all actions and decisions made in the course of work are in the best interest of the individuals served and align with the highest standards of professional conduct. There are various full-time vacancies in the Corrections Division. The positions are located in Redwood City but may travel/ drive throughout the County to perform duties of the job. Depending on qualifications, the vacancy may be filled at the In-Custody Case Manager I or II level. NOTE: The eligible list generated from this recruitment may be used to fill future extra-help, term, unclassified, and regular classified vacancies. Duties may include, but are not limited to, the following: Manage a caseload of incarcerated individuals. Interview and conduct regular face-to-face follow-ups with the incarcerated population. Conduct program/service needs assessment. Complete initial/re-assessment and initiate case plan to include curriculum schedule. Facilitate group programming for incarcerated individuals. Participate in multi-disciplinary meetings to identify opportunities for incarcerated individuals upon release. Assess incarcerated individuals for post-release program/service needs, financial obligations and entitlement eligibility. Collect and analyze data and develop a community profile on specific programs. Prepare a variety of correspondence, periodic and special reports, informational publications, program documentation, policies, procedures and other written materials. Link incarcerated individuals to community-based services, vocational, and educational opportunities. Perform related duties as assigned. Education and Experience Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is: In-Custody Case Manager I ($38.52 - $48.16/hr.): Two years of experience in an organization providing social services which included responsibility for community service program development such as planning, evaluating, monitoring or coordinating projects. In-Custody Case Manager II ($43.16 - $53.95/hr.) : Four years of experience in an organization providing social services which has included responsibility for community service program development such as planning, evaluating, monitoring or coordinating projects. Knowledge of: Principles, practices, and administrative requirements of the program to which assigned. Contemporary social, political and economic trends and problems related to community services. Principles of social planning and program development related to community services. Specialized technical knowledge related to assigned program area. Monitoring and evaluating systems for community services programs. Formulation and function of community and volunteer organizations. Current social and community needs. Principles and practices in community development and services planning. Methods applied to the collection and evaluation of statistical data. Principles of community organization. Applicable federal, state and local laws, rules and regulations and County and program policies and guidelines. Computer applications related to the work. Office administrative practices and procedures, including records management and the operation of standard office equipment. Skill/Ability to: Make independent judgments and work independently. Prepare concise reports and recommendations. Communicate effectively in writing and orally. Coordinate multiple facets of a program function. Interpret rules, regulations and guidelines at all government levels. Compile, analyze and interpret data using statistical and research techniques. Establish and maintain cooperative working relationships with members of other departments and diverse community groups. Plan, organize, promote and coordinate diverse community program activities. Other Requirements: Pass a detailed background investigation and pre-employment medical exam prior to appointment. Open and Promotional. Anyone may apply. Current County of San Mateo and County of San Mateo Superior Court of California employees with at least six months (1040 hours) of continuous service in a classified regular, probationary, or extra-help/limited term position prior to the final filing date will receive five points added to their final passing score on this examination. The examination process will consist of an application screening (weight: Pass/Fail) based on the candidates' application and responses to the supplemental questions. Candidates who pass the application screening will be invited to a panel interview (weight: 100%). Depending on the number of applicants, an application appraisal of education and experience may be used in place of other examinations or further evaluation of work experience may be conducted to group applicants by level of qualification.
