Pacific Asian Consortium in Employment (PACE) was originally formed in 1975 to serve the employment needs of Los Angeles' growing AAPI refugee community. With an initial grant from the City of Los Angeles, PACE offered job training and placement services, eventually broadening our job creation programs into the San Gabriel Valley and South Bay area. Over time, we realized that the most fundamental needs of our communities couldn't be adequately addressed through job training and employment services alone. We decided to expand our services to better address the issues of poverty and inequality faced by Angelenos across all ethnic and racial groups. PROGRAM SUMMARY

PACE's Downtown/Pico Union WorkSource Center provides comprehensive services for job seekers and employers, including counseling, training, and supportive services. Visitors to the center can access workshops, a computer lab, and personalized employment counseling. We also offer on- and off-site training programs and specialized services for veterans and older adults, collaborating with community-based organizations, government agencies, colleges, schools, unions, and employers of all sizes. -work/employment/

POSITION SUMMARY

PACE is seeking a dedicated and experienced Business Services Representative IV to join our Downtown/Pico Union WorkSource Center team. This is a sales-oriented role focused on building and sustaining long-term business relationships, requiring strong self-direction to manage a territory of employer accounts and meet contracted performance goals. Under the direction of the Program Director, the Business Services Representative will be responsible for business, partnership, and placement services.

POSITION RESPONSIBILITIES

Under the supervision of the Program Director, the Business Services Representative will:

• Conduct outreach and marketing to local businesses, public schools, community colleges, community-based organizations, and growth-sector industries (Healthcare and Green) in the Downtown/Pico Union community to identify short- and long-term business service and workforce needs, and to build long-term working relationships.
• Attain a minimum of 80 City of Los Angeles-approved business service credits per program year through Skills match entry, serving a minimum of 65 different businesses. Create and maintain a file for each business served, documenting all services provided.
• Achieve a minimum of 200 positive job placements per program year for WIOA customers and job seekers, meeting all contracted benchmark measures.
• Enter and maintain business service and job placement data in the City's electronic case management system, including job orders, customer-to-job matching, referral follow-up, employment verification, and audit of job-holding to ensure accurate, complete records. Assist customers in using the City's and State's electronic systems.
• Coordinate with the City's business services program and the Los Angeles Business Assistance Program (LABAP) to connect employers with available resources, including a directory of business services, job applicant database access, labor market information, workplace-based training (OJT and customized training), tax credit and licensing information, and referrals to business development networks such as the U.S. Small Business Administration, Los Angeles Economic Development Corporation, Valley Economic Development Corporation, and local chambers of commerce.
• Provide and promote all services outlined in the Standard Menu of Business Services.
• Assist the City in providing pre-layoff orientations, when requested, to explain program services to impacted employees in coordination with employers or labor organizations in the event of facility closures, and encourage participation in early intervention programs.
• Communicate leads and information regarding business closures and layoffs to the City's Rapid Response Unit, and participate in rapid response services only at the request and under the leadership of that unit.
• Connect businesses with technical guidance on working with special populations, including individuals with disabilities, older workers, immigrants, welfare recipients, and individuals experiencing homelessness.
• Participate in monthly regional implementation forums, scheduled technical assistance sessions, and system-wide WorkSource Business Team sessions.
• Oversee implementation of the business services model at the Downtown/Pico Union WorkSource Center.
• Participate in assigned Continuous Quality Improvement (CQI) teams and support the Center's certification process.
• Support the agency's Universal Access performance goal by scheduling events and meetings that bring new customers to the Downtown/Pico Union WorkSource Center.
• Develop and maintain a job bank for the Downtown/Pico Union WorkSource Center, updated on an ongoing basis to reflect current openings.
• Complete the City of Los Angeles' LEGACY training program.
• Perform other duties as assigned.

Requirements:

KNOWLEDGE AND SKILLS

Knowledge of the workforce development industry

Knowledge of Continuous Quality Improvement (CQI) principles

Excellent written and verbal communication skills

Proficient in a Windows PC environment and Microsoft 365

Experience with databases, including Salesforce

Strong marketing and sales skills in workforce recruitment or a related field, with an emphasis on relationship-based, consultative selling rather than one-time transactions

Ability to develop and maintain long-term relationships with businesses

Ability to work independently, manage a book of employer accounts, and prioritize a variable workload with minimal day-to-day supervision

Self-motivated with strong time-management and follow-through skills to sustain outreach pipelines over time

Team player who works well with a diverse staff

QUALIFICATIONS

Bachelor's degree in Business, Marketing, Social Service, or a related field; or a High School Diploma plus four years of equivalent work experience in sales, public relations, marketing, or a related field may be considered in lieu of a degree.

Ability to work evening and weekend hours as needed.

Bilingual fluency in Spanish, Korean, Chinese, or another language preferred.

OTHER REQUIREMENTS

Must have use of an automobile with adequate insurance coverage and a valid driver's license. Occasional local travel may be required.
