Business Analyst (Data Modernization Initiative)

Job Summary: Senior Business Analyst (Data Modernization Initiative) NC DHHS, Division of Public Health
- Serve as a Senior Business Analyst supporting the Data Modernization Initiative (DMI) for the NC Department of Health and Human Services, Division of Public Health.
- Conduct stakeholder analysis and facilitate requirements gathering sessions with business and technical teams.
- Analyze and document current and future-state business processes; develop process models, workflows, gap analyses, and improvement recommendations.
- Create comprehensive business analysis documentation, including business requirements, functional specifications, user stories, use cases, acceptance criteria, and requirement traceability matrices.
- Prepare process modeling artifacts such as context diagrams, functional decomposition models, wireframes, ERDs, and data dictionaries.
- Support procurement activities by developing RFP and evaluation documentation, and conducting market research for vendor selection.
- Develop and execute test scenarios and cases, perform functional, integration, and user acceptance testing, and validate system functionality against requirements.
- Collaborate with project managers, developers, architects, end users, and stakeholders throughout the SDLC, supporting Agile methodologies and PMO standards.
- Prepare project documentation, analysis reports, user manuals, and meeting minutes; support go-live and post-implementation activities.
- Utilize Microsoft Office Suite, Visio, Project, and SharePoint for documentation and collaboration.
- Leverage expertise in healthcare data systems, public health, and data modernization/governance initiatives.
- Apply strong analytical, technical writing, communication, facilitation, and problem-solving skills to manage multiple priorities and drive project success.
- Work onsite in Raleigh, NC, and attend local meetings as required.
