Job Description and Duties
Under the general direction of the Assistant General Counsel, the incumbent exercises independent judgment, and with broad discretion, performs duties related to the legal support provided by the Department’s Climate Resilience, Energy, Security, and Technology legal team to Department programs and activities. The incumbent advises the Director, other Department executive management, and Department program management and staff about complex and sensitive cases and/or matters involving opposing counsel with a high level of specialization. Under the general direction of the Assistant General Counsel and/or a senior attorney, the incumbent will have contact with members of the legislature, high level governor appointees, constitutional officers, and the general public.

This position is covered in the Political Reform Act and requires financial disclosure within 30 days of the first and last day physically worked in a covered position and annually by April 1.
Desirable Qualifications
In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:
- Able to work cooperatively with a variety of individuals and organizations
- Must be able to professionally communicate with DWR executive management, colleagues, and internal and external stakeholders
- Technology law knowledge and experience, including with the Federal Aviation Administration (FAA), small Unmanned Aircraft Systems (sUAS), and Generative Artificial Intelligence (AI)
- Electric utility law knowledge and experience
- Environmental law knowledge and experience
- Public law knowledge and experience
- Specialized education, training, and/or teaching in fields relevant to the duty statement
- Experience leading on projects, tasks, complex transactions, or proceedings
- Experience communicating with policy, legal, and program staff, and advising executives or managers
