Fleet Strategist

Job Number: 2026-00241 The Fleet Strategist is responsible for the overall management, optimization, and long-term strategic planning of the organization’s fleet of approximately seventy vehicles. This role oversees fleet acquisition and lifecycle decisions, including evaluating lease versus ownership models to ensure cost-effective and operationally efficient outcomes. The incumbent leads fleet data analysis, vendor and contract management, and contributes to organizational sustainability and safety policy goals. Essential Duties Develops and implements a comprehensive fleet management strategy that aligns with organizational goals, operational needs, budget objectives, and long-term grown plans, including determining priorities and recommending courses of action. Manages day-to-day fleet operations, ensuring vehicle availability, reliability, safety, and compliance with organizational policy and regulatory requirements. Provides strategic oversight of maintenance scheduling, inspections, registrations, and licensing to minimize downtime and extend vehicle lifespan. Administers fleet data systems, including GPS technology used to monitor vehicle speed, location, and geofencing compliance. Analyzes utilization trends, fuel consumption, maintenance costs, and total cost of ownership to identify opportunities for operational improvements and cost savings and translates findings into actionable recommendations. Leads fleet acquisition and lifecycle planning, including evaluating lease versus ownership models and recommending vehicle replacement strategies that support cost-effective and operationally sound outcomes. Supports budget development and forecasting by preparing annual fleet operating and capital expenditure projections and monitoring expenditures throughout the fiscal year. Approves invoices and purchase requests within established spending authority, reviewing for accuracy and contract adherence. Coordinates with finance on purchases that exceed delegated limits. Leads contract setup, review, and management in coordination with procurement, including soliciting bids, evaluating vendors, and negotiating terms. Monitors vendor performance and takes corrective action to address deficiencies. Develops and maintains fleet policies in partnership with HR Safety and KCLS leadership, including recommending standards in areas where no established precedent exists or where operational or regulatory changes warrant updates. Supports organizational sustainability goals by researching options, evaluating emerging technologies, and providing recommendations aligned with the KCLS Climate Action Plan. Coordinates response to fleet emergencies, including overseeing recovery of damaged vehicles and ensuring continuity of fleet availability. Secondary Duties Prepares and distributes fleet-related reports, summaries, and operational updates. Communicates with leaders about fleet operations and dispatch coordination. Education and Experience The items listed below are the minimum requirements for the job and are relevant to this position. The organization values both work experience and education and realizes that individuals take different paths to acquire knowledge. Bachelor's degree in business administration, public administration, supply chain, or a related field. Five years’ increasingly responsible experience in fleet management, transportation operations, asset management, logistics, or a closely related field. Any equivalent combination of education and experience that provides the necessary qualifications to successfully perform the duties of the position will be considered. Knowledge and Skills Knowledge of fleet management principles, practices, and industry standards, including vehicle acquisition, lifecycle planning, and asset management strategies. Knowledge of fleet management systems, GPS telematics platforms, and data tools used to monitor vehicle utilization, performance, and compliance. Knowledge of applicable vehicle registration, licensing, and regulatory requirements governing public sector fleet operations. Knowledge of financial analysis methods, including leasing versus ownership evaluation, total cost of ownership modeling, and capital and operating expenditure planning. Knowledge of contract administration, vendor management, and procurement processes. Knowledge of sustainability trends and emerging technologies analytical and data interpretation skills, with the ability to translate data into actionable recommendations. Proficiency in Microsoft Office suite, with advanced Excel skills for data analysis, reporting, and budget tracking. Effective communication and active listening skills. Budget preparation and expenditure monitoring skills. Professional Licenses and Certifications A valid Washington State driver’s license is required. Certified Automotive Fleet Manager (CAFM), Certified Public Fleet Professional (CPFP) or similar certification preferred. Work Environment Work is performed in a typical office environment. May respond to emergencies on evenings and weekends. Some travel within the service area is required. Incumbent may be permitted hybrid telework schedule upon request. Physical Demands Constantly sit throughout work shift and seldom will stand or walk. Frequently reach out at chest level with hands and arms, occasionally reach up or down. Constantly use hands in conjunction with frequent finger use. Keyboarding may be repetitive up to frequently. Seldom bend, squat, kneel or sit on floor. Change tasks depending upon the shift.
