The City of Eugene’s Community Development Division is actively seeking a Business Development Manager to lead efforts to establish and grow economic development initiatives. This role will create and strengthen relationships with regional partners and the business community, expand firms within targeted economic sectors, and support the creation of living‑wage jobs. The successful candidate will develop, recommend, and implement the goals, strategies, policies, and programmatic framework for business‑focused economic development activities in Eugene. A high degree of professionalism, problem‑solving skills, and independent judgment are required, as is the ability to work in a team and across city departments. Position Details Classification: Class Specifications – Manager 1 Salary: $46.04 – $62.15 hourly / $95,763.20 – $129,272.00 annually, with starting pay determined by education and experience Department, Division: Community Development, Planning and Development Department Position Information: Non‑Represented, Exempt Work Location: Atrium, 99 West 10th Avenue, Eugene, OR Schedule: Monday – Friday, 8:00 a.m. – 5:00 p.m. with flexibility per business need Benefits: City offers robust competitive benefits. Additional information is available on the City benefits website. Bilingual Pay Benefit: Up to an additional 5% of base salary for bilingual employees, subject to qualifications. Non‑Represented Retirement Program: City contributions of 6% of salary plus employer contribution to the Oregon PERS and a 3% deferred compensation contribution if the employee contributes at least 1%. Responsibilities Manages and coordinates Business Development programs including business attraction, retention, job creation, business assistance, marketing, and related functions. Develops an Economic Development Strategy aligned with city planning efforts and regional partners. Serves as liaison for economic development activities with regional agencies, workforce training organizations, industry trade groups, and city workgroups. Co‑ordinates partnering opportunities and identifies funding strategies for long‑term initiatives. Attends city council and commission meetings and acts as a staff resource for sub‑committees. Applies racial equity principles to programs, evaluating and implementing actions that eliminate systemic racism. Communicates and coordinates with economic development and real estate professionals regarding new business placement. Creates marketing materials for business retention, expansion, and recruitment; manages public information and updates relevant webpages and social media. Prepares press releases and responds to media inquiries in coordination with the Public Information Officer. Directs and oversees planning, prioritization, supervision, training, and review of the Business Development Team. Keeps abreast of legislative developments that may impact programs and implements approved follow‑up actions. Updates regional economic development data and develops efficient methods for maintaining current information on employment, wages, and real estate trends. Researches, analyzes, interprets, and prepares studies and reports on economic and demographic topics. Conducts independent research on city policies and processes, identifies improvements, and recommends changes. Negotiates, prepares, and administers contracts and agreements. Reviews consultant and staff reports, ensuring accuracy, completeness, and appropriateness. Researches, prepares, or oversees preparation of grant and funding applications and administers grants. Prepares reports for city council and other committees, and makes presentations as required. Provides ongoing project management and reporting; performs related duties as assigned. Minimum Qualifications Five years of professional experience in project management or program administration, including at least four years in economic development, preferably in the public sector. At least two years of full supervisory experience. Bachelor’s degree in Economics, Business Administration, Public Policy, Planning or a closely related field. Must pass a background check. Valid Oregon driver’s license (or ability to obtain one within 30 days of becoming domiciled). Knowledge, Skills, and Abilities In-depth knowledge of economic/business development strategies, program administration, and resources for business attraction and retention. Knowledge of relevant federal and state laws, regulations, and procedures concerning economic development. Proficiency in analyzing local economic and industry trends. Marketing, public information, and promotional techniques in economic development. Understanding of relationships between private and public sector groups in the economic community. Contract negotiation, development, and administration practices. Principles and practices of diversity, equity, and inclusion policies and goals. Adaptable, able to respond to shifting priorities and competing demands. Capable of managing multiple projects and tasks concurrently under tight deadlines. Exercises independent judgment, initiative, and creativity with minimal supervision. Communicates complex material clearly, logically, and concisely, both orally and in writing, including public presentations. Researches, analyzes, and prepares highly technical funding proposals, contracts, and financial reports. Analyzes problems, identifies alternative solutions, projects consequences, and implements recommendations. Interprets and applies complex policies, laws, rules, and regulations at the federal, state, and local levels. Plans, organizes, and implements comprehensive business development programs with proactive outreach and communication. Team player, builds trust with colleagues, partners, and diverse stakeholders, and responds promptly to private development parties. Basic computer fluency (Microsoft Office Suite).
