Position Title: Non-Tactical Vehicle Program Analyst
Reports to: Operations Manager
Location: Fort Bragg, NC
Work Schedule: Full-Time, Monday – Friday, 8:00 AM to 4:30 PM
FLSA Status: Non-Exempt
Position Summary: Aldevra is currently seeking a qualified Non-Tactical Vehicle Program Analyst to support the United States Army Reserve (USAR) in Fort Bragg, NC. We are looking for someone who brings a positive attitude, strong attention to detail, clear communication, and a willingness to jump in where needed. This position is contingent upon contract award.
DUTIES AND RESPONSIBILITIES
The essential functions include, but are not limited to the following:
- Verify and validate personnel using the NTV program are in compliant with regulation and policy.
- Provide guidance on best practices, maintaining efficiencies within the program, and recommendations regarding NTV regulation and policy. And procedures in accordance with applicable laws, regulations, MIL-STDs, and DoD, Orders, Directives, and Memos.
- Pull data monthly (on or about the 25th of the month) from GSA Drive-Thru on inventory, preventative maintenance, mileage, agency incurred expenses, accidents, misuse/serious incident reports, investigations, and safety recall status of the NTV fleet.
- Review data and plug information into the existing template and distribute to the required personnel
- Analyze impacts of NTV policy and guidance or instructions to the field on a quarterly basis and provide findings to the USARC NTV Fleet Manager.
- Assist the USARC NTV Fleet Manager in producing a bi-annual report of findings.
- Serve as the single POC for NTV operator misuse/serious incident reports and investigations.
- Process and track NTV misuse reports IAW DoD Manual 4500.36 Change 1, 2018, and DODI 102-34.220-260, and incident reports IAW DCMA Manual 4101-05, 2019 and verify that completed investigations are submitted to HQDA
- Ensure serious incident reports are submitted to higher headquarters pertaining to accidents involving NTVs as prescribed in AR 385-10.
- Serve as the technical subject matter expert on the USAR NTV Program.
- Educate personnel within the command of regulations, policies and procedures for safe motor vehicle operations, licensing, and official use.
- Maintain and coordinate a formal training program for the AR NTV Program. Schedule required training (the Government will provide a listing of required training to the Contractor), to include coordination classroom space, and/or travel to the training location (approximately three times per year) to facilitate required training.
- Update NTV regulations and policy for Government review and approval.
- Monitor and communicate HQDA’s annual NTV budget ceilings and ensure that Army Reserve Fleets are maintained at the proper resourcing levels.
- Coordinate with fleet managers to ensure seamless transfer of NTVs between Army Reserve commands.
- Verify the accuracy of data included in General Services Administration (GSA) Drive Thru monthly. The data includes addresses of vehicle locations, correct points of contact listed per BOAC, and ensuring proper mileage has been captured by Commands.
- Assist RDs and Functional Commands (FCs) with Defense Property Accountability System (DPAS) data entry, including equipment pools, mileage updates, vehicle locations, fleet manager contacts, and NTV transfers.
- Provide support for the execution of the Vehicle Utilization Review Board (VURB) and the USARC Vehicle Allocation Methodology (VAM) process IAW AR 58-1.
- Elevate the request to the USARC NTV Fleet Manager if no responses have been received within 14 days of the suspense.
- Review board results within two (2) business days to assess excess vehicles, new vehicle needs, efficient mission-capable acquisitions, and AFV/ZEV acquisition and budgeting requirements to support determination of the Army Reserve optimal fleet.
- Validate the VURB results are signed by the correct approval authority (currently a two-star general).
- Accompany USARC NTV Fleet Manager on up to four (4) staff assistance visits annually, to optimize NTV Fleet Inventory, vehicle utilization; and compliance with current statutes, Executive Orders (Eos), directives, and regulations.
- Review Customer Acquisition Module (CAM) vehicle requests to ensure compliance with DOD and Army fleet optimization guidance and support reduced fuel use and GHG emissions through hybrid and zero-emission vehicles.
- Participate in monthly Army Command Fleet Manager (ACFM) teleconferences, participate in the annual Army NTV Managers meeting conducted in conjunction with the Fed Forum Conference.
- Distribute information regarding the Fed Forum Conference to the Army Reserve Fleet Managers to ensure maximum participation in this event.
- Ensure that 701 Waivers from each RD are submitted in a timely manner. Forward accurate and complete waivers results to the AR NTV Program Manager
- Assist RDs and FCs doing data input during the FAST-Reporting period
- Review and consolidate reports sent from Army Reserve Fleet Managers and use this information to draft responses to NTV Data Calls for Government approval.
- Keep G4 staff informed on the status of the following data call submissions to G9.
- All other duties as assigned.

Mental and Physical Requirements:
This position is based in an office environment, primarily involving computer work, meetings, and collaboration with team members.

Qualifications:
- Minimum of two (2) years’ experience in fleet management, logistics, transportation, supply chain, or program management, including experience with regulatory compliance, data analysis, reporting, and coordination with multiple organizations.
- Associates degree in Logistics, Supply Chain Management, Business Administration, or a closely related field; relevant DoD/Army leadership experience may substitute for education.
- Experience in fleet, transportation, logistics, or vehicle program management.
- Knowledge of DoD and Army regulations, policies, and procedures governing Non-Tactical Vehicles (NTVs).
- Experience reviewing and analyzing fleet inventory, utilization, mileage, maintenance, accident, and cost data.
- Valid Real-ID state-issued driver's license
- Excellent verbal communication skills and telephone manner
- Excellent and accurate written communication
- Proficiency with Windows operating systems; online calendars and cloud systems; intermediate to advanced skills Microsoft office products required
- Excellent attention to detail; accurate data entry
