Manager Software Engineering 2 (San Diego)

Position Overview

Software Engineering Manager at NorthropGrumman, based in SanDiego, CA. The role leads a team of 10‑15 application software engineers in the SanDiego Engineering and Sciences (E&S) Software and Digital Technologies (SWDT) department and performs significant technical duties (≈80%) in the Connectivity & Network Solutions (CNS) business unit.

Relocation assistance may be available. A Secret clearance is required and US citizenship is mandatory for positions with a government clearance. Travel is required for up to 10% of the time.

Key Responsibilities

• Lead and manage a section of approximately 10‑15 software engineers.
• Coordinate staffing, recruiting, training, and performance reviews.
• Evaluate and recommend employees for promotions and salary adjustments; coordinate with Human Resources.
• Assist employees in preparing performance goals, provide career guidance, and counsel on performance.
• Plan and maintain software engineering processes and career development plans.
• Ensure an inclusive and engaging workplace and appropriate work‑life balance.
• Maintain adequate staffing for program plans and strategic growth.
• Engage staff for growth opportunities and training; execute the enterprise review cycle.
• Support the creation, updating, and maintenance of software engineering processes.

Qualifications

• BS with 8years of experience in a related STEM field; MS with 6years.
• Excellent written, communication, and emotional intelligence skills.
• Ability to work independently and within groups.
• Facilitation or mediation skills for conflict resolution.
• Proficiency in software development, object‑oriented programming, and software lifecycle processes.
• Familiarity with manufacturing, test, systems, quality, and electrical engineering.
• Active Secret clearance.
• Must be able to work on site at the facility.

• Previous functional manager or technical team leader experience.
• Hands‑on experience with DoD communications systems.
• Proficiency in C/C++, Python, Java, XML, and multithreaded Linux environments.
• Familiarity with OMS/UCI infrastructure.
• Experience with DevOps technologies including Atlassian suite, GitLab, Jenkins, Coverity, Black Duck.
• Direct supervisory experience or significant team leadership.
• Proficiency with EVMS reporting and CAM responsibilities.
• Knowledge of supply chain, procurement, logistics, and mission assurance.

Salary & Benefits

Primary level salary range: $161,100.00–$241,700.00. Overtime, shift differential, and discretionary bonuses may be applicable. Eligible for annual bonuses and long‑term incentives for VP/Director levels.
