Job Description
Job Description
Reports To: Director of Local KC
Supervises: Field Superintendents, Foremen, and Crews
Position Overview
Project Manager/Estimator Parking Lot and Facilities Maintenance oversees all aspects of Morgan Contractors’ construction and railroad divisions, including parking lot construction, paving, maintenance, signage, striping, bollards, and railroad facility operations.
This position is responsible for the complete project lifecycle — from estimating, scheduling, budgeting, and billing to site audits, client relations, and regulatory compliance. The role ensures that all projects and operational sites are executed safely, efficiently, and profitably, while upholding Morgan Contractors’ high standards of quality and client satisfaction.
Key Responsibilities
Project & Operational Management
- Plan, organize, and manage all phases of parking lot construction, paving, and maintenance projects.
- Coordinate with Superintendents and field teams to ensure projects and daily operations meet safety, quality, and performance standards.
- Supervise material, logistics, and scheduling for multiple concurrent sites.
- Maintain equipment readiness and safety compliance across all field teams.
Estimating, Budgeting & Job Cost Control
- Prepare accurate cost estimates, material takeoffs, and labor budgets for construction and maintenance scopes.
- Review site conditions, plans, and specifications to define scope and pricing.
- Track expenses and manage job costs to ensure profitability and adherence to budgets.
- Handle all billing processes, including progress payments, change orders, and final invoicing via QuickBooks or Corrigo.
- Provide job cost reporting and variance analysis to leadership.
Auditing, Compliance & Quality Assurance
- Conduct regular site audits at both construction and railroad facilities — monthly and bi-annual as required.
- Identify improvement or repair opportunities and prepare client proposals for capital or maintenance projects.
- Develop 3–5 year maintenance and capital improvement plans to support client forecasting.
- Ensure ADA compliance, municipal standards, and railroad safety requirements are met on all sites.
- Enforce company safety policies and OSHA compliance; lead safety meetings and inspections.
Client Relations & Communication
- Serve as the primary contact for all assigned clients in both Local and Railroad Divisions.
- Provide consistent updates, progress reports, and photos throughout each project.
- Conduct monthly customer check-ins to ensure satisfaction and identify new service opportunities.
- Build and maintain long-term relationships through proactive communication and dependable execution.
- Collaborate with clients to plan preventive maintenance programs and future project scopes.
Cross-Functional & Team Collaboration
- Support coordination between the Local and Railroad divisions to streamline operations and resource sharing.
- Assist in developing scopes of work and obtaining executive approvals for general contracting projects.
- Mentor and support Superintendents, Foremen, and administrative staff to ensure team growth and operational excellence.
- Participate in company-wide initiatives for process improvement and cost control.
Safety & Equipment Oversight
- Maintain compliance with Morgan Contractors’ safety policies, OSHA standards, and railroad regulations.
- Conduct and document jobsite safety meetings and audits.
- Ensure all vehicles, machinery, and tools are properly inspected, maintained, and safe to operate.
- Lead incident investigations and follow-up corrective action plans.
Performance Metrics
- Completion and accuracy of project and facility audits.
- Budget and job cost performance vs. targets.
- Client satisfaction and retention rates.
- Billing timeliness and accuracy.
- Safety and compliance metrics (zero-incident goal).
- Operational efficiency and cross-divisional collaboration.
Qualifications
- Experience: 5–10+ years of progressive management experience in construction, maintenance, or railroad operations.
- Knowledge: Strong understanding of pavement construction/maintenance, ADA and signage requirements, and railroad facility management.
- Financial Skills: Proven ability to manage budgets, estimate projects, and oversee billing and job costing.
- Leadership: Skilled at managing multiple crews, Superintendents, and projects simultaneously.
- Software: Proficiency in Microsoft Office, Bluebeam, Procore, QuickBooks, and Corrigo (or similar platforms).
- Certifications: OSHA 30, PMP, or equivalent preferred.
Work Environment
- Combination of office-based work and frequent field site visits across construction and railroad facilities.
- Must be able to safely navigate active job sites.
- Occasional night or weekend work required to meet project or client schedules.
Compensation & Benefits
- Competitive salary commensurate with experience.
- Company vehicle or vehicle allowance.
- Health, dental, and vision insurance.
- Paid time off, holidays, and performance.
- Career growth opportunities within Morgan Contractors’ regional leadership structure.
