Position Title: Vice President of Casino Operations
Reports To: Chief Operating Officer
Supervises: Table Games, Poker, Slots, Sportsbook, and other assigned Gaming Leaders
Summary of Position
The Vice President of Casino Operations is responsible for the strategic leadership, operational performance, regulatory integrity, and financial success of all casino gaming operations across multiple properties. This executive-level position develops and executes strategies that maximize gaming revenue and EBITDA, strengthen guest loyalty, improve labor and operating efficiency, and support the long-term goals of IMGR&C. The Vice President provides leadership and direction to Slots, Table Games, Poker, Sportsbook, Player Development, and related gaming functions while fostering a culture of accountability, hospitality, teamwork, innovation, and operational excellence. This position partners closely with the Chief Operating Officer and Executive Leadership Team on business planning, capital allocation, marketing strategy, technology deployment, regulatory matters, and service standards that strengthen the enterprise's competitive position and profitability.
- Essential Duties and Responsibilities include the following and are subject to change at management’s discretion:
- Provides strategic vision and operational leadership for all casino gaming operations.
- Establishes performance goals and operational objectives aligned with the organization's mission and business strategy.
- Leads multi-department and multi-property gaming leadership in achieving revenue, EBITDA, service, compliance, and operational goals.
- Promotes a positive work environment focused on accountability, teamwork, and continuous improvement.
- Serves as a member of the Executive Leadership Team.
- Develops and manages annual operating and capital budgets for casino operations.
- Monitors gaming revenues, labor costs, operating expenses, and profitability.
- Reviews financial reports and key performance indicators to identify trends and opportunities.
- Establishes a disciplined executive reporting process with measurable dashboards for revenue, EBITDA, labor productivity, hold, utilization, player reinvestment, guest satisfaction, compliance, and capital performance.
- Uses gaming analytics, player behavior, theoretical win, average daily theoretical, segmentation, trip frequency, and reinvestment data to guide operating and marketing decisions.
- Implements strategies to maximize gaming revenue while controlling expenses.
- Maintains full accountability for gaming P&L performance, including Slots, Table Games, Poker, Sportsbook, Player Development, labor, operating expenses, and capital expenditures.
- Works closely with Finance, Marketing, and other departments to achieve organizational financial goals.
- Develops multi-year strategic plans, annual business plans, forecasts, and capital priorities for gaming operations.
- Prepares and delivers clear executive presentations and recommendations to the Chief Operating Officer, Board, Tribal leadership, Gaming Commission, and other governing or oversight bodies as requested.
- Oversees all gaming activities, including Slots, Table Games, Poker, Sportsbook, Player Development, and related casino functions across multiple properties.
- Grows the business and improves profitability through disciplined product strategy, gaming technology, analytics, floor optimization, and new revenue opportunities.
- Ensures operational efficiency and exceptional guest experiences throughout casino operations.
- Maintains awareness of gaming performance, customer trends, and industry developments.
- Monitors competitive market conditions and develops strategies to protect and grow market share, visitation, loyalty, and profitability.
- Leads major gaming floor renovations, expansions, product conversions, system implementations, and capital projects from business case development through post-implementation review.
- Negotiates and manages strategic relationships and contracts with gaming manufacturers, technology providers, consultants, and service partners in coordination with Finance, Legal, Procurement, and executive leadership.
- Evaluates gaming floor layouts, game and denomination mix, hold performance, utilization, product placement, and operating processes to optimize revenue and return on investment.
- Oversees the effectiveness of casino promotions, special events, player loyalty programs, and player reinvestment strategies.
- Ensures compliance with all Tribal Gaming regulations, gaming ordinances, internal controls, policies, procedures, and applicable federal, state, and local laws.
- Maintains knowledge of gaming regulations and industry best practices.
- Works closely with Gaming Commission representatives and regulatory agencies.
- Represents IMGR&C professionally after Tribal Council, the Board, Gaming Commission, regulatory agencies, community stakeholders, and industry partners when requested.
- Maintains an exemplary ethical and regulatory culture, including strong game protection, fraud prevention, responsible gaming, internal control, and audit readiness.
- Ensures accurate reporting and compliance with Title 31, AML, and other regulatory requirements.
- Reports suspicious or illegal activity to appropriate authorities.
- Establishes and maintains exceptional guest service standards throughout casino operations.
- Responds effectively to guest concerns and service recovery situations.
- Develops customer retention strategies to increase guest loyalty and visitation.
- Ensures VIP guests receive superior service and hospitality.
- Recruits, develops, mentors, and retains high-performing leaders.
- Conducts performance evaluations and succession planning initiatives.
- Builds leadership pipelines and documented succession plans for critical gaming positions to ensure operational continuity and long-term organizational strength.
- Identifies training and development opportunities for leaders and team members.
- Promotes employee engagement and leadership development programs.
- Ensures accountability for performance expectations and organizational values.
- Leads the evaluation and implementation of casino management systems, player tracking platforms, business intelligence tools, cashless and emerging gaming technologies, and artificial intelligence solutions that improve operations and decision-making.

- Supervisory Responsibilities
The Vice President of Gaming is responsible for the overall leadership and management of casino operations personnel. Responsibilities include:
- Interviewing, selecting, and developing executive and management-level employees.
- Planning, assigning, and directing work activities.
- Establishing departmental goals and performance expectations.
- Conducting performance evaluations.
- Coaching, counseling, and issuing corrective action when necessary.
- Resolving operational and personnel issues.
- Ensuring departments are appropriately staffed and trained.
- Supporting succession planning and workforce development initiatives.
- Education and/or Experience Requirements

- Bachelor's degree in Business Administration, Finance, Hospitality Management, Casino Management, or a related field required. A master's degree or MBA is strongly preferred.
- Minimum fifteen (15) years of progressive casino gaming leadership experience with increasing responsibility for financial, operational, and regulatory performance.
- Minimum ten (10) years in senior or executive gaming leadership at the Director, Executive Director, Vice President, Assistant General Manager, General Manager, or equivalent level.
- Demonstrated experience leading complex gaming operations; multi-property executive responsibility is strongly preferred.
- Demonstrated responsibility for gaming operations generating at least $100 million in annual gaming revenue, preferably in a multi-property environment.
- Demonstrated responsibility for significant operating and capital budgets, with direct accountability for P&L, EBITDA, labor productivity, expense control, and return on investment.
- Extensive knowledge of Class II and Class III gaming, Tribal gaming ordinances, NIGC requirements, Title 31, AML/BSA, internal controls, responsible gaming, audit requirements, and game protection.
- Documented success improving gaming revenue, EBITDA, guest satisfaction, labor efficiency, market share, player loyalty, and operating discipline through strategic leadership.
- Demonstrated ability to communicate complex financial and operational information and present recommendations to Boards, Tribal leadership, ownership groups, Gaming Commissions, or executive committees.
- Demonstrated success leading organizational change, gaming floor projects, casino system implementations, technology deployments, vendor negotiations, and large-scale operational initiatives.
- Advanced knowledge of slot performance analysis, table games yield management, player development, database marketing, loyalty economics, and player reinvestment.
- Demonstrated proficiency with casino management systems, player tracking systems, gaming analytics, business intelligence tools, and emerging technologies.
- Proven ability to recruit, develop, hold accountable, and retain high-performing executive and management teams.
- Must possess an exemplary ethical and regulatory record and be able to obtain and maintain all required Tribal and gaming licenses.
- Preferred Qualifications
- Executive leadership experience in Tribal gaming and in both Class II and Class III environments.
- Experience overseeing gaming operations within a full-service destination resort or AAA Four Diamond environment.
- Experience with sportsbook operations, property expansions, major renovations, or new casino openings.
