The goal of this position is to contribute to the systems and processes that support accurate payroll and benefits administration for our workforce.As a Fiscal Analyst 1, you will support the accurate analysis, interpretation, and entry of payroll and benefits data. The candidate of choice will help maintain reliable systems and processes that ensure payroll and benefits information is handled with care, accuracy, and integrity while supporting the Department's fiscal responsibilities to the State of Washington. If you do not have any or sufficient professional references, please include non-related professionals, such as educators or other professional associates.DutiesWe are looking for teammates who share our vision of public service, committed to an equitable and inclusive culture that fosters and inspires excellence, while promoting innovation, engagement, and safety, leading to better outcomes for our incarcerated population, our agency, and our community.As a Fiscal Analyst 1, some of your duties will include:Ensuring payroll data is accurately recorded and employee's paychecks are timely and correct to include:Completing the duties listed on the bi-monthly ATLAS Payroll Checklist (custody) and the standardized processes provided by HQ payroll for the required areas of responsibilityReporting any overpayments promptly to the HQ Payroll Unit for collectionMaintaining and monitoring payroll systemReconciling payroll reports.Using ATLAS and/or HRMS reports, ensure proper allocations for time workedAnalyzing and correcting discrepanciesReviewing and assessing overtime and leave reports for reasonableness, investigating and resolving any issuesAnalyzing leave reports to ensure the correct leave type is appropriately appliedAnalyzing holiday premiums, resolve discrepancies and correct system entries.Interpreting and applying rules associated with leave usage to leave slips received and ATLAS leave entriesProviding excellent customer service being responsive, accurate, timely and respectful to the customers at all timesBuilding and maintaining positive relationships with Peers, Department Supervisors, Roster Office, Human Resources, and HQ Payroll OfficeParticipating in active communication ensuring timely information sharing between Roster Office, Human Resources and PayrollAccurately and efficiently perform the payroll and timekeeping functions as outlined by the HQ Payroll OfficeMaintaining a thorough, accurate and detailed understanding of the applicable Collective Bargaining Agreements, WAC rules and Agency Policy as they relate to compensation, leave reporting, and schedulingMaintaining Retro-Log and Overpayment Worksheets.Responsible for Coordinating Payroll BenefitsOther duties as assignedQualificationsWhat we need (required qualifications):High School Diploma or GED12 Semester or 18 Quarter hours of accounting credits from an accredited college or university whose accreditation is recognized by the US Department of Education and the Council of Higher Education Accreditation (CHEA) or foreign equivalent.ORAbility to obtain the listed credits and courses from an accredited college or university whose accreditation is recognized by the US Department of Education and the Council of Higher Education Accreditation (CHEA) or foreign equivalent within the six months from date of hire.In addition to the above education, the below experience is also required:One (1) Year of Professional Accounting Experience (Defined as Fiscal Technician 2 level Accounting Experience or Above) Note: A degree in a financial related field from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council of Higher Education Accreditation, or a foreign equivalent may be substituted for relevant experience. Proof of degree may be required prior to employment. If a degree was awarded outside of the United States, candidates must provide a credential evaluation report. Certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can be substituted year for year for professional experience.What will make your application stand out (preferred qualifications):Two (2) years of relevant professional experience. Relevant experience is defined as Fiscal Technician 2 or above workAssociate or bachelor's degree in business, accounting or financial related field from an accredited college or university whose accreditation is recognized by the US Department of Education and the Council of Higher Education Accreditation (CHEA) or foreign equivalentComputer Literacy – Ability to effectively use agency standard softwareAnalytical Ability – Posses the logical, analytical abilities to review, analyze and process requests or transactions to ensure accurate fiscal recordProblem Solving – Ability to use analytical and problem-solving skills to review information and determine an appropriate solution. Information would include transactional date, WAC, RCW and Agency PolicyWork Environment Awareness – When working in any area of the facility, assume responsibility for the first stage of safety in a prison environment by being consciously aware of your surrounding including exits, entrances, staff backup and incarcerated individual numbers and locations.
