District Leader

General Description Provide mentorship, training, and technical assistance to staff in the DVOP/CODL classification. Monitor and mentor staff in the development of their roles through the onboarding process, continued development phase, and their ongoing career with the Texas Veterans Commission. Serve as the subject‑matter expert (SME) in the development of training and recommend staff performance improvement as needed. Coordinate with the District Manager and District Supervisor concerning areas of staff development, staff performance, and implementation of new roles and responsibilities. Essential Duties and Responsibilities Provide staff development in the DVOP/CODL classification. Mentor staff in DVOP/CODL functions such as Case Management, Employment Plans, Veteran Outreach, Veteran Case Management System, Employer Outreach, etc. Serve as the SME for the development of district training, including class materials. Participate in training new staff and certify 30‑, 60‑, and 90‑day training requirements. Provide individualized career services to eligible veterans or persons. Create and develop individualized employment plans. Review and analyze veteran qualifications to ensure eligibility for employer opportunities. Conduct outreach to employers to facilitate hiring of veterans or eligible persons. Use personal computers, Microsoft Windows, Microsoft Office, and internet research tools. Assist staff in developing training materials such as workforce partner training, action steps, labor market information, and workshops. Help staff become proficient with the Work in Texas System (WIT). Facilitate district and program training events. Be willing to work hours beyond 8‑am to 5‑pm, including nights and weekends. Perform other duties as assigned. Qualifications Minimum Education: Associate’s degree from an accredited college or university with major coursework in business, human resources, marketing, social work, or a related field. Experience may substitute for education on a year‑by‑year basis. College transcripts are required and must be provided before an interview can be extended. Minimum Experience: At least one year as a DVOP/CODL with Veterans Employment Services. Applicants must be of the same classification (DVOP/CODL) as the position, with an elevated level of performance and proven success. Veteran Status: Applicants must be a veteran who served on active duty for more than 180 days and was discharged or released with honorable, under‑honorable, or general (under‑honorable) conditions; or a veteran discharged or released from active duty because of a service‑connected disability. DD‑214, NA Form13038, or VA Summary Benefits Letter must be provided prior to an interview. Additional Requirements: Valid Texas driver’s license must be provided within 90 days of hire. Preferred Experience and Qualification Two or more years as a DVOP/CODL with Veterans Employment Services. Knowledge, Skills and Abilities Proficient in English for correspondence, summaries, and case narratives. Knowledge of counseling techniques, assessments, career planning, and interviewing techniques. Knowledge of community resources and supportive services. Knowledge of functions and services provided in the American Job Centers. Knowledge of qualifying employment barriers and the case‑management process. Skill in developing and presenting training materials. Skill in operating computers and applicable software. Ability to assess veteran needs and coordinate veteran services. Ability to organize, monitor, document, and follow up with case‑managed clients. Professional presentation to customers, the public, and co‑workers. Confidentiality maintenance. Ability to train others individually, in small groups, or large audiences. Environmental and Physical Conditions Normal office work environment, mostly sedentary. Work may involve walking, standing, remaining stationary for long periods, pushing and pulling, kneeling, stooping, and bending. May lift up to 30 pounds. Work involves extensive telephone usage and repetitive hand/wrist/finger motions while using the computer. This position is security sensitive.
