VETERANS HEALTH ADMINISTRATION
Summary This position is located in the Department of Veterans Affairs (VA), Veterans Health Administration in the Finance Service at the VA Medical Center in Tuscaloosa, Alabama. Duties THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION Serves as an Internal Auditor of fiscal/purchase card programs and participates in systematic internal reviews, quality assurance programs, safety inspections, control point audits, and many other program audits involving cost obligation, receivable accounting systems, and purchase card program. Prepares audits and reconciles numerous financial reports including Station Activity Listing, Operating Ledger, Appropriation Ledger, Reimbursable Earnings and Collections, Status of Funds, Listing of Unconfirmed Deposits, Cost Reports, Inventory Accounts, Supply Funds, Undelivered Order Listings, Accrued Services, Advance Payments, Fiscal Year End Closing, Entries Report Listings, Purchase Card Program, General Ledger Accounts, and Monthly Obligation Reports. Analyzes all unusual or irregular transactions and devises a satisfactory method of entry when existing financial procedures are insufficient. Provides adequate reporting and reconciliation of individual account balances with related General Ledger and Purchase accounts. Ensures that all cardholders and approving officials maintain compliance with Veterans Health Administration and contractor policies and regulations governing the purchase card program. Performs other duties as assigned. Work Schedule: Monday through Friday; 7:30am - 4:00pm Recruitment & Relocation Incentives: Not authorized Requirements You must be a U.S. Citizen. To be considered, you must complete all required steps in the process, including an online assessment. Selective Service Registration is required for males born after 12/31/1959. Participation in the seasonal influenza vaccination program is required. As a condition of employment, a 1‑year probationary period will be enforced. Performance and conduct will be evaluated to determine continued employment and advancement of public interest. Qualifications Basic Requirements for Financial Auditors (Transcript Required): A. Bachelor’s Degree (or higher) with a major in accounting, auditing, or a related field including at least 24 semester hours in accounting. OR B. Combination of education and experience: at least four years of accounting experience or equivalent. Must include: 24 semester hours in accounting or auditing, or a CPA/CAI certification, or substantial coursework plus proven experience at a full‑performance level and affirmation by two professional accountants. In addition, applicants must meet at least one of the following: GS‑9 Specialized Experience: One year of experience equivalent to GS‑7 in auditing purchase card accounts, reporting inconsistencies, solving auditing issues, and using financial systems. Must be detailed in the resume. GS‑9 Substitution of Education for Experience (Transcript Required): Two years of graduate study leading to a master’s degree or equivalent. GS‑9 Combination of Education and Experience (Transcript Required): Graduate education plus specialized experience meeting the total requirement. GS‑11 Specialized Experience: One year of experience equivalent to GS‑9 in auditing other management interests, ensuring quality assurance, and preparing corrective action reports. GS‑11 Substitution of Education for Experience (Transcript Required): Three years of graduate study leading to a Ph.D. or equivalent. GS‑11 Combination of Education and Experience (Transcript Required): Graduate education plus specialized experience meeting the total requirement. Physical Requirements: Sedentary work at a desk with occasional light lifting. No unusual physical demands. Education Important: A transcript must be submitted if qualifications are based on education. Only degrees from accredited U.S. institutions are accepted. Foreign education requires a Certificate of Foreign Equivalency with the transcript.
