POSITION TITLE: Mental Health Professional Non-Exempt Position RESPONSIBLE TO : Vice President of Clinical Services POSITION SUMMARY The Embedded Mental Health Professional (MHP) works under the supervision of the Lifeline Connections Program Director or clinical supervisor, as applicable, and is embedded within Supervised Probation, Probation Services, Clark County District Court. The position provides accessible, timely behavioral health support to individuals under supervision and serves as a clinical bridge between probation, Lifeline Connections, and the community behavioral health provider network. The MHP works collaboratively with probation staff while maintaining appropriate clinical boundaries, patient confidentiality, and compliance with applicable state and federal requirements. MAJOR DUTIES Review and follow applicable Washington Administrative Codes (WACs), Revised Codes of Washington (RCWs), federal regulations, agency policies, and confidentiality requirements governing behavioral health services. Provide brief, patient-centered behavioral health screening, assessment, intervention, and clinical support to individuals referred through Supervised Probation. Identify behavioral health symptoms, functional needs, and other barriers that may interfere with treatment engagement, stability, or successful participation in supervision. Assess for safety and clinical risk and coordinate an appropriate response or referral when urgent or emergent behavioral health needs are identified. Engage individuals using trauma-informed, recovery-oriented, strength-based, and person-centered approaches that respect individual choice and dignity. Recommend appropriate mental health, substance use disorder, co-occurring, crisis, medication, peer, case management, and other supportive services based on identified needs. Facilitate warm handoffs and assist individuals in navigating and accessing Lifeline Connections programs and other community behavioral health providers. Provide brief individual interventions, psychoeducation, problem solving, care coordination, and case management within the scope of the embedded service model. Provide consultation to probation officers regarding behavioral health barriers, engagement strategies, available resources, and treatment-system navigation while protecting confidential patient information. Develop and maintain effective working relationships with Supervised Probation staff, court partners, Lifeline Connections programs, crisis services, and the local behavioral health provider network. Participate in appropriate case consultation, coordination meetings, and clinical reviews with Lifeline Connections and Clark County partners. Maintain complete, accurate, and timely clinical documentation of services and contacts consistent with Lifeline Connections policy and applicable regulatory requirements. Collect or support program activity and outcome information required for contract monitoring, quality improvement, and program evaluation, consistent with confidentiality requirements. Represent Lifeline Connections professionally within the Clark County District Court and Probation Services environment and support the development of effective cross-system workflows. Support and implement Lifeline Connections policies and procedures and perform other duties as assigned. POSITION REQUIREMENTS A master's degree or further advanced degree in counseling or one of the social sciences from an accredited college or university required. Meet the requirements of a mental health professional as defined in WAC 246-341. Current Washington State credential appropriate to the employee’s professional discipline and scope of practice, as required. Current CPR and First Aid certification, or ability to obtain within 90 days, if required by Lifeline Connections policy. Knowledge of recovery and resilience, person-centered care, trauma-informed practice, individual choice, and the balance between safety and personal dignity. Interest or experience working with justice-involved individuals and individuals who may be difficult to engage or maintain in traditional behavioral health services. Ability to work collaboratively with probation officers, court personnel, behavioral health providers, and other community partners while maintaining appropriate clinical roles and boundaries. Ability to communicate clinical information clearly and appropriately to both behavioral health and criminal justice partners within applicable confidentiality requirements. Demonstrated clinical judgment, crisis assessment skills, and knowledge regarding the management of challenging behaviors. Familiarity with Washington State regulations related to the provision of behavioral health services, including RCW 71.05 and WAC 246-341. Ability to work independently in an embedded community setting while maintaining regular communication and clinical supervision through Lifeline Connections. Reliable attendance and ability to maintain the agreed embedded schedule, approximately 16 hours per week. Valid Washington State Driver's License and reliable transportation when travel between Lifeline Connections, Clark County, or community partner locations is required. GUIDELINES This position requires that the incumbent meet all educational and supervised postgraduate experience requirements for a Mental Health Professional as defined in WAC 246-341. Services are delivered in accordance with Lifeline Connections policies and procedures, applicable professional standards, and all federal and state requirements governing behavioral health treatment and confidentiality. COMPLEXITY The incumbent provides behavioral health assessment, brief intervention, care coordination, consultation, and referral services to justice-involved individuals who may present with complex mental health, substance use, social, legal, housing, medical, and functional needs. Strong clinical skills, sound judgment, flexibility, cultural responsiveness, and the ability to work effectively across behavioral health and criminal justice systems are required. PERSONAL CONTACTS Contacts include individuals receiving services; Lifeline Connections clinical and operational staff; Supervised Probation staff; court personnel; significant others and family members when appropriately authorized; and representatives of community behavioral health, crisis, medical, housing, and social-service agencies. All contacts and disclosures are carried out in accordance with applicable federal and state confidentiality laws and Lifeline Connections policy. PHYSICAL DEMANDS While performing the essential functions of the job, the incumbent is regularly required to sit, speak clearly, hear, and use hands and fingers to manipulate writing utensils and keys on a keyboard. The incumbent is occasionally required to stand, walk, reach with hands or arms, stoop, kneel, crouch, or lift and/or move a maximum of 15 lbs. The incumbent may be required to operate an automobile as part of assigned duties. WORKING ENVIRONMENT Primary working hours are spent indoors in office and meeting spaces within Supervised Probation, Probation Services, Clark County District Court, with periodic work or meetings at Lifeline Connections or other community partner locations. The position is expected to provide approximately 16 hours of embedded services per week on a mutually agreed schedule.
