Program Analyst

VETERANS HEALTH ADMINISTRATION

Summary

The primary purpose of the Management & Program Analyst is to work within the Planning and Programming Section as part of an interdisciplinary team of facility planners, architects, engineers, and other project managers. This position is located in the Engineering Department at the Veterans Affairs Salt Lake City Health Care System.

Help

Major duties may include but are not limited to:

  • Formulate transition budgets, create phasing, and transition plans, and facilitate ongoing communication and coordination with the Project Development Section project managers and VASLCHCS contract officers' representatives (COR) on all building activation "fit up".
  • Develop spreadsheets to identify furniture, fixtures, and equipment (FF&E) needs and oversee the procurement process. Communicate and update moving schedules through regularly scheduled meetings/conference calls.
  • Plan, coordinate capital equipment, all nonrecurring FF&E activities, warehousing, staging and the eventual installation of all VA furnished, VA installed (VV) and VA furnished, Contractor installed (VC) non-recurring activation items.
  • Coordinate with VA facility planners, interior designers, medical equipment planners, engineers, logistics, OIT, contracting officers and the respective services and section chiefs to successfully activate each building/space and FF&E activation activities.
  • Ensure that all FF&E items are accounted for within the architect/engineer (A/E) construction documents (CDs) to minimize errors and omissions during construction.
  • Ensure that the appropriate infrastructure, e.g., utilities, has been incorporated in the CDs to accommodate all FF&E items prior to contract award. Ensuring that all FF&E requirements are clearly specified within the construction documents is a top priority.
  • Manage the decommissioning process in terms of turn-in, repurposing or disposing of all remaining FF&E items prior to building demolition or reuse.
  • Coordinate with logistics, OIT, engineering and interior design regarding the disposition of all remaining FF&E items.
  • As a member of the VASLCHCS Space Committee coordinates and recommends space assignments to leadership. Develops and maintains VASLCHCS Space Committee documentation both electronically and hardcopy. Safeguards all Space Committee documents.
  • Responsible for the management of over 1.2 M GSF of existing program space throughout VASLCHCS locations to include CBOCs.
  • Maintains space assignment policy approved by executive leadership.
  • Manages space management activities for all eleven sites. Develops electronic files updating all floor plans for all buildings and updates plans as space assignments changes. Must be able to interpret CAD/BIM drawings or create new CAD/BIM floor plan files. (BIM = Building modeling Information software).
  • Well-versed in how space and operations interface to support Patient Centered Care (PCC), Patient Aligned Care Teams (PACT) and general clinical operations. The process of Lean Design addressing flow, efficiency and flexibility, space, team-based care, and integrated care model will be applied.
  • Coordinates the development of all SEPS space programs for all new construction and renovation projects to include major construction, minor construction, and NRM/Station Level projects. Incumbent maintains current knowledge on the use of SEPS space program software. Incumbent reviews all space programming files before submitting space program to Chief of Planning for approval.
  • Provides technical guidance regarding space management; makes decisions or recommendations significantly changing, interpreting, or developing critical space management policies and program space realignment.
  • Presents verbally and in writing sensitive information/recommendations on complex matters regarding space management to executive leadership and makes recommendations to executive leadership.
Work Schedule: Monday through Friday - 7:30 a.m. to 4:00 p.m.

Incumbent will be conducting inspections and surveys of construction sites with a need for physical agility to access unfinished buildings and wear personal protective equipment (PPE). Incumbent must have the ability to work within an environment of conflicting deadlines and shifting priorities. Incumbent may be required to work evenings and weekends, as well as perform infrequent overnight travel to meetings and conferences.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/29/2026.

Time-In-Grade Requirement : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization Examples of specialized experience would typically include, but are not limited to: Providing full administrative and programmatic oversight for the assigned program and functions as the subject matter expert on administrative and operational processes that support program execution, plans, coordinates and evaluates program activities to ensure effective and efficient operations, identifies operational issues, inefficiencies, or gaps in processes and develops recommendations for improvement, provides ongoing support for program-specific administrative functions, including formulating transition budgets, creating phasing, and transition plans, and facilitating ongoing communication and coordination with the Project Development Section project managers and contract officers' representatives (COR) on all building activation "fit up". Preferred Experience: Experience in Initial Outfitting (creating comprehensive furniture, fixtures, and equipment (FF&E) plans for buildings), Transition planning (developing detailed plans for relocating operations from one location to another), and Activation (bringing new or renovated buildings to full operational functionality). Possess direct hospital operations experience with a solid understanding of clinical workflows and how they integrate with IOTA (Initial Outfitting, Transition and Activation) processes to ensure seamless project delivery in healthcare environments.

Receiving Service Credit for Earning Annual (Vacation) Leave : Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
