Tax Services Modernization section is seeking a highly motivated and detail-oriented Business Analyst to support the procurement, planning and implementation efforts for the EDR3 modernization program at FTB. This role will work closely with business program areas, technical teams, project leadership, and external vendors to gather, analyze, and document business needs and ensure alignment with program goals. The ideal candidate thrives in a fast-paced, complex environment, brings strong analytical and communication skills, and demonstrates the ability to translate business problems into clear and actionable requirements. This position is critical to preparing the department for a successful modernization effort that will impact tax systems serving millions of Californians.

Duties include:

• Gather, analyze, and document business requirements
• Collaborate with SMEs, business partners, technical teams, and vendors to clarify needs and align expectations
• Develop process maps, workflows, use cases, and other requirement artifacts
• Assess impacts, dependencies, risks, and gaps across systems and business processes
• Support preparation and review of vendor deliverables
• Facilitate requirement sessions, discussions, and decision-making meetings
• Communicate clearly with stakeholders and provide consistent updates to project leadership

• Ability to build strong working relationships across business and technical teams

• Familiarity with project management or agile methodologies (e.g., PMP, Scrum, ITIL, BA certifications)
• Ability to manage multiple priorities, meet deadlines, and adapt to evolving program needs
