Salary: $109,512 - 147,264 per year Requirements:

• At least nine years of progressively responsible strategic Product Management experience guiding the strategy, governance, modernization, and lifecycle management of complex software products or portfolios that support critical business capabilities. Relevant experience must include leading product discovery, strategy, roadmap development, investment decisions, and cross-functional business transformation or technology modernization initiatives; serving as a business owner or strategic leader for complex software products or portfolios.
• An associate or bachelors degree in information technology, user experience design, computer science, business information systems, or a related field from an accredited institution may substitute for experience: an associate degree for two years and a bachelors degree for four years.
• Experience assessing, prioritizing, and governing substantial technology investments while balancing customer value, business outcomes, organizational strategy, technical feasibility, and available resources.
• Ability to build deep business and product expertise, including understanding technologies that enable complex business capabilities and inform strategic decisions.
• Experience applying Agile Product Management principles and contemporary practices to deliver customer value through iterative software development.
• Success leading diverse, cross-functional teams through influence and building consensus across business, technology, executive, vendor, and customer groups.
• Excellent communication, facilitation, negotiation, and executive presentation skills, with the ability to influence varied stakeholders.
• Strategic decision-making skills, including balancing customer needs, organizational priorities, technical constraints, risk, regulatory requirements, and financial considerations.
• Experience applying equity, accessibility, and human-centered design principles to product strategy, customer research, and digital capability delivery.
• Willingness to take action to learn and grow, and to meet others needs.
• Desired: Experience managing enterprise software products, leading large-scale transformation or legacy modernization, influencing executive investment decisions, developing business cases and investment strategies, implementing product governance across teams, or managing portfolios in the public sector or regulated industries.
• Desired: Familiarity with Product Discovery, Design Thinking, Lean Product Management, Human-Centered Design, cloud modernization, or SaaS evaluation and implementation.
• Desired: Knowledge of Washington workers compensation or comparable insurance, healthcare, financial, or regulatory systems; relevant product management certification is also valued.
• For travel requiring use of a personal vehicle on state business, a valid, unrestricted drivers license and insurance are required.

• Assess customer needs, business opportunities, organizational risks, and expected value to recommend product investment priorities.
• Develop and implement goals and objectives for the Insurance Services Product Portfolio.
• Provide executive leadership and strategic guidance on product vision.
• Analyze emerging business capabilities, technologies, legislative requirements, and industry trends to identify ways to improve customer outcomes, operational effectiveness, and long-term product strategy.
• Establish, govern, and refine the strategic product roadmap, communicating product direction, investment priorities, business capabilities, and intended outcomes.
• Set portfolio priorities and govern the sequencing of product initiatives.
• Ensure products are designed to deliver equitable outcomes, and that data informs strategic and tactical decisions.
• Develop and monitor portfolio success measures and key performance indicators.
• Mentor, coach, and develop Product Owners across Insurance Services to align their work with strategic priorities and outcomes.
• Represent Insurance Services in executive discussions about product strategy, modernization, investment decisions, and business transformation.
• Build support for product direction and modernization through partnerships with executive and technical leaders, stakeholders, external partners, and customers.
