PERSONNEL SPECIALIST

This position is a union position; therefore, provisions of the relevant collective bargaining agreement/labor contract apply to the filling of this position. Position Overview Under the general direction of the Human Resources Director, the Personnel Specialist performs a full range of human resources functions for the Illinois Liquor Control Commission (ILCC). This position serves as the agency’s Hiring Officer, Classification Specialist, Payroll Coordinator, and Master Timekeeper. The Personnel Specialist also administers Family and Medical Leave Act (FMLA) and Leave of Absence (LOA) programs, coordinates Workers’ Compensation matters, processes personnel transactions, and conducts special projects related to personnel operations. The position acts as the primary liaison to the Department of Central Management Services (CMS) on all personnel, benefits, and payroll matters. Serves as agency Hiring Officer. Serves as Classifications Specialist. Serves as the Payroll Coordinator. Administers Master Timekeeping functions for the ILCC. Serves as Family and Medical Leave Act (FMLA), Leave of Absence (LOA) and Workmen’s Compensation Coordinator. Conducts special projects regarding personnel‑related issues. Serves as liaison to CMS regarding new hires, transactions, terminations, employee benefits, payroll, etc. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above. Specialized Skills Requires extensive knowledge of the Personnel Code, Rules, Position Classification Plan, Pay Plan, Collective Bargaining Contracts, Federal Merit Standards, Equal Employment Opportunity Act and Civil Rights Act and guidelines derived therefrom; and departmental policies, procedures and processes. Requires experience with the State hiring processes. Requires experience with State payroll and timekeeping processes. Minimum Qualifications Knowledge, skill, and mental development equivalent to completion of four years of college. At least two years of professional human resources experience. Preferred Qualifications Extensive knowledge of the Personnel Codes, Rules, Position Classification Plans, Pay Plans, Collective Bargaining Contracts, Federal Merit Standards, Equal Employment Opportunity Act, Civil Rights Act, and related policies, procedures, and processes. Experience with the State hiring processes or similar. Experience with State payroll and timekeeping processes or similar. Two years of professional experience working with the contractual hiring of employees covered by Collective Bargaining contracts, i.e., explaining contractual hiring processes, preparing and completing personnel hiring related forms, etc. Two years of experience using personnel‑related computerized database systems including the Systems, Applications, and Products (SAP) SuccessFactors Human Capital Management (HCM) Suite, or similar systems. Two years of professional experience with payroll systems including calculating salary increases, adjustments, overtime, etc. Working knowledge of the Family and Medical Leave Act, Workers’ Compensation, and other leave of absences. Two years of professional experience managing multiple projects from start to finish. One year of professional experience articulating human resources information in descriptive terms to others not versed in the personnel field. Conditions of Employment Must pass a background check and self-disclosure of criminal history. Must be able to travel in the performance of duties, with overnight stays as appropriate. Overtime is a condition of employment, and the employee may be requested or required/mandated to work overtime including scheduled, unscheduled, or last‑minute overtime. This may require the ability to work evenings and weekends. Cannot have been convicted of any violation of any Federal or State law concerning the manufacture or sale of alcoholic liquor. This position prohibits convictions for driving under the influence (DUI). No Illinois Liquor Control Commission employee or immediate family member may, directly or indirectly, individually or as a member of a partnership, or as a shareholder of a corporation, have any interest whatsoever in the manufacture, sale or distribution of alcoholic liquor. No Illinois Liquor Control Commission employee or immediate family member may receive any compensation or profit from, nor have any interest in the purchases or sales made by the persons authorized (liquor license) or to purchase or to sell alcoholic liquor. Requires ability to lift and carry materials weighing up to 25 lbs. in the performance of duties.
