Utility Systems Operator

Summary This position serves as Utilities System Operator within FMS Engineering Service at Wilkes Barre, PA, operating under the supervision of the Utility Systems Supervisor. The role includes the upkeep, maintenance, and operation of the Boiler Plant, Engineering Control Center, and the Chiller Plant. Qualifications Applicants must demonstrate sufficient training or experience to perform the duties of this position. Evidence of knowledge, skills, and ability should be supported by detailed descriptions in the resume. Applicants will be evaluated against the OPM Federal Wage System Qualification Standards and screened for a prescribed screen‑out element. Minimum qualifications include the ability to perform the work without more than normal supervision, proficiency in equipment assembly, installation, repair, interpretation of instructions and specifications, and relevant technical practices. Volunteer experience and unpaid work may be credited if it demonstrates necessary skills, with credit based on time actually spent. Duties Performs preventative, scheduled, and emergency maintenance on equipment including boiler feed water pumps, fuel oil pumps, air compressors, generators, automatic controls, valves, piping, pumps, plant electrical systems, and related components. Tests, adjusts, maintains, and repairs boiler safety devices such as flame safeguards, pressure switches, differential switches, limit switches, timers, water column safety devices, electronic probes, steam safety valves, and fuel valves. Operates, maintains, and repairs fuel delivery systems consisting of oil feed pumps, regulators, pressure switches, and safety control devices. Conducts preventive maintenance and repairs on all steam plant equipment in a clean and safe working environment. Performs preventive maintenance when boiler operation does not demand immediate attention. Manages operation and maintenance of the burner management system, maintaining burners, burner nozzles, and orifice assemblies. Dismantles, locates defects, reassembles, and reinstalls components. Conducts routine visual inspections and logs operational data from chillers, performing daily condenser water analysis to determine chemical concentrations for optimal equipment life. Work Schedule Third shift – 4 days per week, 10 hours per day. Position Title: Utility Systems Operator (PD01802A). Physical Requirements Requires substantial standing, stooping, bending, kneeling, climbing, and work in uncomfortable positions. May need to work from ladders and scaffolding.
