PROGRAM MANAGER

The Program Manager is responsible for the day-to-day management and coordination of contract operations at the Harvey H. Wiley Building. The position serves as the primary point of contact among GSA, FDA, Embarq Solutions, operations and maintenance (O&M) staff, and custodial staff, and is responsible for ensuring safe, reliable, efficient, and compliant facility operations in support of FDA operations. Key Duties and Responsibilities: Manage day-to-day contract operations and serve as the primary point of contact between GSA, FDA, Embarq Solutions, O&M staff, and custodial staff. Ensure the safe, reliable, and efficient operation and maintenance of the Harvey H. Wiley Building, a critical-mission facility supporting FDA operations 24/7. Manage and coordinate O&M and custodial personnel, ensuring adequate staffing, productivity, accountability, and efficient execution of contract requirements. Manage the Maximo CMMS, including printing and distributing monthly Preventive Maintenance (PM) assignments, processing work requests, monitoring completion, performing PM quality control, closing work orders, uploading building certifications, and running monthly reports. Manage the FDA ERIC work-request system, through which FDA tenants submit facility work requests; monitor ticket status, coordinate assignments, and ensure timely completion and closeout. Meet weekly with GSA and FDA representatives to review ERIC tickets, outstanding work, building issues, priorities, and corrective actions. Process and coordinate GSA Task Orders, Requests for Quotes (RFQs), and Requests for Work Authorizations (RWAs), and coordinate required contractor services. Submit all required monthly contract deliverables and reports to GSA accurately and on time, as well as weekly operational reports to upper management. Conduct monthly random quality-control inspections of O&M and custodial operations and ensure deficiencies are documented and corrected. Oversee all service contracts, inspections, testing, certifications, and life-safety equipment requirements, ensuring activities are properly scheduled, completed, documented, and maintained in Maximo. Coordinate closely with the Chief Engineer, Lead Engineer, Production Clerk, and Custodial Supervisors to ensure work requests, PMs, repairs, staffing, documentation, and daily operations are properly managed. Maintain effective working relationships between the GSA Building Manager and FDA Facilities Manager and serve as a key liaison for resolving facility and operational issues. Monitor contract performance, identify deficiencies, implement corrective actions, and ensure compliance with GSA, FDA, safety, regulatory, and contract requirements. Support continuous improvement of building operations, preventive maintenance, energy efficiency, tenant satisfaction, and asset reliability. Required Qualifications and Skills: Minimum of five (5) years of experience managing and supervising building operations and maintenance in commercial, institutional, industrial, or government facilities. Maryland First-Class Stationary Engineer License preferred. Strong knowledge of central plant operations, mechanical systems, preventive maintenance, work-order management, and facility operations. Demonstrated ability to manage O&M and custodial personnel, subcontractors, schedules, resources, and competing operational priorities. Experience working with GSA, FDA, or other government facility clients preferred. Proficiency with Maximo or other computerized maintenance management systems (CMMS) preferred. Ability to coordinate inspections, testing, service contracts, repairs, preventive maintenance, and life-safety systems. Strong leadership, communication, problem-solving, and organizational skills. Ability to maintain accurate records and prepare weekly, monthly, quality-control, and contract-required reports and deliverables. Ability to obtain and maintain required background clearances, credentials, licenses, certifications, and system access. Proficiency in English, including the ability to read, write, speak, and understand English. Education and Certifications Bachelor's degree in Facilities Management, Project Management, Business Administration, or a related field is preferred. Maryland First-Class Stationary Engineer License is preferred. PMP, PgMP, CAPM, Certified Facility Manager (CFM), or comparable professional certification is preferred but not required. Relevant technical licenses, certifications, training, and demonstrated facility-management experience may be considered in lieu of formal education. Physical Requirements Ability to work for extended periods at a desk using a computer and other office equipment. Ability to walk throughout the facility, including mechanical rooms, central plant areas, rooftops, and other equipment spaces, to provide onsite management and operational oversight. Ability to safely access areas requiring stairs, ladders, and other facility access points as necessary. Ability to lift and carry up to 40 pounds.
