Inventory Management Specialist

Summary This position serves as an Operating Room Inventory Management Specialist in the Commodity Management Division with a specialized focus on the Medical/Surgical Supplies of the Logistics Service within a Veteran Affairs Health Care System (VA HCS) and its supported catchment area. The role includes inventory management of all expendable supplies and durable medical equipment (DME) and oversight of implant inventory in the assigned area(s). Qualifications Time‑In‑Grade Requirement: Applicants who are current Federal employees and have held a GS grade within the past 52 weeks must also meet the time‑in‑grade requirements by the closing date of this announcement. The GS‑9 position requires 52 weeks at GS‑7. This may be in any occupation but must be in Federal service. An SF‑50 showing eligibility must be submitted with the application. Specialized Experience: One year of specialized experience equivalent to at least the next lower grade (GS‑07). Examples include managing expendable items and DME, developing acquisition strategies for DME, implementing supply reuse programs, using best‑practice tools to evaluate supply system performance, and acting as a coordination point for material support and logistics problem resolution. Education: Applicants may substitute education for experience. Qualifications include a master’s degree or equivalent graduate education, or a related LL.B. or J.D. Acceptance requires transcripts. Part‑time graduate education is creditable as specified. Combination of education and specialized experience is also acceptable, with documentation required. Physical Requirements: The role is primarily office based but may involve lifting light boxes rarely under 40 pounds, using material handling devices, and stocking supplies. Proper training and licensing to operate assigned equipment is required. Duties Conduct short, mid, and long‑term advanced planning for operating room expendable items and DME using enterprise‑wide computerized planning tools. Analyze data and compute requirements for supplies and DME. Perform analytical work to manage, regulate, coordinate, and exercise control over operating room expendable supplies. Forecast short‑ and long‑range inventory needs considering changes in medical and surgical technologies, clinical scheduling, and program requirements. Develop acquisition strategies to acquire and purchase DME, demonstrating familiarity with contracting laws and industry practices. Exercise Ordering Officer Authority in determining best value and contract sourcing. Assist customers in creating Performance Work Statements for procurement and determine the optimal purchasing and payment method (e.g., purchase card, order, contract). Conduct market research on product pricing and performance. Review operating room schedules to anticipate supply needs. Work independently to receive and order initial stock requests for surgical implantable devices. Manage inventory by setting initial stock, par levels, reorder points, and resolving issues for surgical services. Utilize best‑practice principles, tools, concepts, and methodologies to evaluate supply system performance. Coordinate rotation of emergency caches to prevent expirations and maintain national emergency stock levels. Conduct wall‑to‑wall and periodic inventories to identify shrinkage or supply chain discrepancies. Use automated inventory management systems such as General Inventory Package (GIP) to maintain current inventory data. Analyze inventory management reports. Coordinate with stakeholders to ensure new or replacement item requests are submitted to the Clinical Product Review Committee (CPRC). Support other organizational elements and perform additional duties as assigned.
