PRINCIPAL PROGRAM BUDGET ANALYST I

Job Information Principal Program Budget Analyst I (Continuous) – Department of Finance, California. Salary: $9,574.00 – $10,867.00 per month. Position Type: Permanent, Full Time. Work Location: Hybrid. Job Code: JC-503496 (multiple openings). Responsibilities Serve as Finance’s primary contact with one or more departments, developing expert fiscal and program knowledge in the assigned area. Identify policy and program issues that warrant program analysis projects. Collaborate with assigned departments in preparation of the Governor’s Budget. Consult with line program managers regarding program matters. Advise the Director of Finance and the Governor’s Office on decisions related to program budgets and proposed legislation. Hold final authority to approve a wide range of financial documents that require Finance approval. Carry out program analysis projects using a variety of analytical techniques to evaluate program effectiveness and alternatives. Act as a resource person in the assigned program area to assist other staff conducting program analyses. Monitor program implementation. Minimum Requirements See Class Specification for minimum qualifications. Desired Qualifications Knowledge of, and experience in the preparation, justification, and analysis of budgets. Excellent written communication skills and strong attention to detail. Strong analytical skills and experience resolving complex problems. Ability to plan, assign, organize, monitor, and project workload to meet work demands. Ability to take initiative, work independently, and adapt to changing priorities. Ability to develop and maintain effective cooperative relationships across all levels of government. Adequate knowledge of public finance principles, governmental budgeting, and legislative processes. Experience with program budgeting techniques and the FI$Cal system.
