Senior Financial Management and Data Analytics Consultant

Job DescriptionECS is seeking a Senior Financial Management and Data Analytics Consultant to work in our Bethesda, MD (hybrid) office. The Senior Financial Management and Data Analytics Consultant will support the operation, continued improvement, and user adoption of a financial management and budgeting application used in a federal analytics environment. The consultant will serve as a bridge among financial management stakeholders, system users, technical teams, and analysts by translating system processes into clear operating guidance, maintaining rigorous documentation, overseeing day-to-day system activities, and converting data into actionable insights.This role requires a hands-on professional who can move work forward independently, understand how financial processes operate within an application, and contribute as an active member of an analytical team. The successful candidate will combine process and systems discipline with strong data analysis, communication, and stakeholder-management skills.Key Responsibilities:Financial Management System OperationsOversee and coordinate day-to-day activities within the financial management and budgeting application, including workflow monitoring, issue follow-up, user support, and operational continuity.Develop a working command of the application, its data, business rules, user roles, interfaces, and dependencies; identify operational risks and recommend practical improvements.Track system activities, open actions, defects, enhancement needs, and decisions through resolution in coordination with client and technical stakeholders.Support data-quality reviews, reconciliations, exception analysis, and validation of information used for financial reporting and decision-making.Process Documentation and User EnablementDevelop, document, maintain, and revise standard operating procedures, process maps, desk guides, job aids, and other system documentation.Translate complex system functions and financial workflows into clear, accurate instructions for end users with varying levels of technical knowledge.Assess current-state processes, identify gaps or inconsistencies, and recommend standardized future-state procedures and controls.Support user training, demonstrations, knowledge transfer, onboarding, and change communications related to system processes and updates.Maintain version control and ensure documentation reflects approved processes, system changes, and current user practices.Data Analysis and ReportingExtract, organize, validate, and analyze financial and operational data from the application and related sources.Perform trend, variance, exception, and ad hoc analyses to identify patterns, risks, data issues, and opportunities for process improvement.Develop recurring and on-demand reports, dashboards, visualizations, and briefing materials that communicate findings clearly to technical and nontechnical stakeholders.Explain analytical methods, assumptions, limitations, and conclusions in concise written and verbal formats.Collaborate with other analysts to define data requirements, improve analytical products, and respond to client priorities.Stakeholder Coordination and DeliveryEngage financial managers, program staff, system owners, developers, analysts, and leadership to clarify needs and translate them into actionable requirements.Facilitate working sessions, gather and validate requirements, document decisions, and drive timely completion of assigned actions.Provide clear status updates, surface risks and dependencies early, and maintain momentum across concurrent priorities.Contribute to a collaborative, service-oriented team environment while working independently with limited day-to-day supervision.Salary Range: $115,000-150,000General Description of BenefitsJob RequirementsBachelor’s degree in finance, accounting, economics, business, public administration, information systems, data analytics, or a related field.7+ years of relevant professional experience in federal financial management, financial systems, business process analysis, data analytics, management consulting, or a related discipline.Demonstrated experience developing and maintaining SOPs, process documentation, job aids, or system user guidance.Experience supporting the operations, implementation, enhancement, or user adoption of a financial, budgeting, grants, or enterprise business application.Strong data analysis skills, including experience validating, reconciling, interpreting, and presenting complex datasets.Advanced proficiency with Microsoft Excel and proficiency creating professional reports and presentations in PowerPoint and Word.Ability to translate technical or system concepts into clear language for business users and leadership.Demonstrated ability to organize complex work, manage competing priorities, follow through on actions, and deliver accurate products on schedule.Strong written communication, facilitation, problem-solving, and stakeholder-management skills.Ability to satisfy applicable federal suitability, credentialing, and system-access requirements.Job DetailsJob Type: Full-timeCategory: Financial & AdministrativeSalaried: Salaried
