Essential Functions


Performs skilled technical work assisting with real property appraisal work, and related work as apparent or assigned. This position requires a high degree of accuracy and self-initiative to ensure proper application of established policies and procedures to individual appraisal cases. Work is performed under the moderate supervision of the Tax Assessment Manager and Tax Administrator. Assist with other duties as needed or assigned.

Knowledge, Skills, Abilities, Education & Experience

  • Updates real property records in both digital and hard copy form.
  • Collects monthly reports on newly issued building permits and enters those into the software in preparation for field appraiser duties.
  • Enters appraisal data into the computer.
  • Manage assignment of appraiser work, including tracking work completion and reporting to the Appraisal supervisor.
  • Responsible for data entry and review of all residential and commercial property record card changes, including all residential and commercial new construction and any changes to real property accounts.
  • Provides assistance to the public and other county offices on property tax matters and explains the tax appraisal process.
  • Assists Real Property Appraisers as needed in completion of tasks.
  • Maintains filing system for all documents including permits, property record cards and sales verification.
  • Enters sales ratio data into NCDOR database.
  • Performs related tasks as required.

Physical Requirements


Thorough knowledge of the principles and terminology related to real property transfers; thorough knowledge of the operation of the principles and practices of dealing with real property transfers and tax issues; thorough knowledge of North Carolina Machinery Act and county tax policies concerning listings, billing, appraising, and appeal processes; thorough knowledge of standard office procedures and practices, ability to deal tactfully and courteously with the general public in explaining tax laws and policies; ability to handle multiple tasks and work within deadlines; ability to work with taxpayer records with utmost confidentiality as governed by the NC General Statutes and Public Records Law as well as establishing tax department confidentiality policy; ability to establish and maintain effective working relationships with county officials, co-workers, and the general public.

High school diploma or GED and moderate experience which has provided an understanding of appraisal principles, theories, methods and techniques, or equivalent combination of education and experience.


Must complete and pass IAAO course 101 and Department of Revenue course Property Tax Listing and Assessing within two years of employment.
