Environmental Specialist

Position Function - Under the direction of the Director of Public Works and/or Designee, performs assigned duties necessary to enforce the City’s Code of Ordinances and Federal and State regulations regarding water and wastewater quality compliance, processes and procedures; backflow and/or cross connection monitoring and testing; mosquito control and abatement; water shed protection; water conservation and quality; Public Education; and Household Hazardous Waste programs and/or events. Essential Duties % of Performance Performs assigned duties necessary to oversee the enforcement the City’s Code of Ordinances and Federal and State regulations regarding water and wastewater quality compliance, processes and procedures; and backflow and/or cross connection monitoring and testing. Duties include but are not limited to creating and issuing related surveys, permits, fees and citations; conducting field tests and investigations; performing and preparing enforcement and compliance actions; collecting and preparing evidence of violations; and managing 3rd party inspection contracts. Responsible to preform site inspections and investigations stormwater quality control and the MS4 reporting and data management. Responsibilities include permit management, data management, inspections, investigations and public information. Management of the city FOG program by coordinating with the County Health Department to inspect commercial grease interceptors and bulk grease tanks; manage compliance and discharge sampling and reporting. Performs assigned duties necessary to respond to and resolve customer complaints, and wastewater problems (e.g. odor, overflows, etc.). Responsible for the Vector Control Program that requires the management of field test sites, chain of custody for virus testing, county reporting and coordination, required field treatments and public education as needed. Ensures appropriate processes are adhered to for mosquito abatement and/or control. Responsible for all regulatory reporting and audits, and staying abreast of all Local, State, and Federal regulations, methods and/or best practices.55% Performs assigned duties necessary to assist with the thorough and effective communication on related regulatory compliance and environmental protection. Duties include but are not limited to: maintenance of City web page; development and creation of public educational materials; meetings with community partners; perform research on regulations, ordinances, and Standard Operating Procedures; and ensure timely, accurate entry and completion of forms and reports. Responsible for public educational programs that addresses water quality, water usage and water health related issues. Supervise, manage and train environmental staff. 30% Responsible for maintaining records and reports, to include Self-Monitoring reports, spill/sluge discharge plans, enforcement and compliance tracking, pretreatment, and various required annual reports. 10% Performs additional duties as assigned. 5% Total: 100% Physical Demand Descriptions (The following descriptions are provided as an example of potential physical and/or sensory activities and does not address the potential for reasonable accommodation; it is intended as general examples of possible physical/sensory demands that might occur during the performance of the position functions/duties, and are not intended to be all inclusive.) Bending/Climbing/Balancing - picking up supplies, files and file boxes, stairs, step stool, walking, standing, filing, etc. Carrying/Lifting - up to 20 lbs; files; filing; office supplies; work aids, tools, etc. Crouching/Crawling - inspections, etc. Fine Dexterity - telephone, keyboard, calculator, computer hardware, software usage, tools, etc. Foot Controls - driving, walking on uneven terrain, etc. Hearing - phone, assignments, communication with co-workers, supervisor, customers, etc. Pushing/Pulling/Reaching - supplies, files, file boxes, retrieving, storage shelves, rolling carts, tools, etc. Standing - making presentations, assisting co-workers, supervisor, customers, etc. Sitting - desk work, meetings, driving, etc. Vision - computer and desk work, budget, invoices, permits, citations, driving, inspections, etc. Walking - to and from office; around office; assisting customers; inspections; etc. Machines, Tools, Equipment and/or Work Aids Audio/Visual, Calculator, Computer, Copier, Facsimile, Keyboard, Office Supplies, Scanner, Software, Telephone, Vehicle, Tools, Hardhat, Composite-Toed Boots/Shoes, Gloves, Eye Protections, Safety Vest, SCBA, etc. Environment Duties are performed primarily within an office and outdoor environment or setting. Exposure to electrical and chemical hazards; odor; vibration; noise; inclement weather; moving parts and/or components; dust, allergens, or mold; blood borne pathogens; diseases; insects; insulation; etc. Requirements/Knowledge/Skills/Abilities Required knowledge and experience is normally obtained through the completion of an advanced education from an accredited educational institution of higher learning resulting in a Bachelor's Degree in biosciences, science or related field, or five (5) to seven (7) years work related experience in construction, inspection, lab testing, or related field may be substituted for education. Backflow Prevention Device Tester TECQ certification is required within 6 months of hire. Ability to exercise independent judgment and decision-making. Ability to read and write letters, memos, emails, and industry literature. Ability to competently use Microsoft Excel, Word, PowerPoint, and digital filing and work order systems. Ability to research, compile, and analyze data, and present findings to staff and management in an acceptable format. Ability to establish and maintain effective working relationships with City employees, other Federal, State, and local governmental representatives, contractors, consultants, vendors, and the general public. Ability to exhibit attention to detail, accuracy, and safety. Ability to read, understand and/or interpret Local, State and Federal regulations and/or industry specific information. Ability to develop policies and procedures. Must be able to communicate and present oneself in a professional manner. Must possess good oral and written communication skills. Must possess a valid Texas Driver's License.
