Job Description - Construction Inspector I, II, III or IV: Travis South Area Office (Austin District) (2601669) Position Information TxDOT's South Austin Area Office located in Austin, TX is looking for one Construction Inspector I, II, III or IV. Inspects construction methods and workmanship to ensure contractors build roadways, bridges, traffic signals, airports, and related structures in accordance with plans and specifications; acts as a consultant regarding work progress and problem resolution; may serve as the only inspector on a construction project or assist in overseeing construction inspection activities for very large and complex projects within a district. Responsible to a licensed professional engineer who has full authority for approval of all work. Requires contact with contractors and may perform materials tests and manufacturing process inspections at fabrication sites. Essential Duties Calculate payments due to contractors for work completed. Ensure contractors build roadways, bridges, and related highway structures and airport improvements in compliance with plans and specifications. Observe and inspect ongoing construction work. Prepare monthly and final estimates. Perform other job responsibilities as assigned, including driving a state vehicle. Additional Responsibilities for Construction Inspector II Prepare and review correspondence. Attend pre‑construction meetings and answer questions from contractors and other attendees. Resolve differences in interpretation of plans and specifications. Document work progress and issues arising throughout the scope of the project. Additional Responsibilities for Construction Inspector III Review construction records, inspection reports, and records audits to ensure compliance with plans and specifications. Analyze procedures to identify deficiencies and recommend improvements to management. Interpret plans and specifications and negotiate with producers and suppliers to resolve differences. Additional Responsibilities for Construction Inspector IV Advise supervisor of inspection activities and problems at plants and assist in coordinating inspections. Attend pre‑construction meetings and answer questions from contractors and other attendees. Calculate payments due to contractors for work completed. Conduct project reviews and inspections with FHA or FAA inspectors and district/division project managers. Consult with Project Engineers, resident project representatives, and contractors' superintendents on work progress and construction problems; review equipment utilization data and time/cost estimates. Coordinate communication between district/division/Department of Public Safety and other external entities. Ensure adequate levels of equipment and materials are assigned to projects; ensure material tests are performed and materials meet required standards. Ensure contractors build roadways, bridges, and related highway structures and airport improvements in accordance with plans and specifications. Ensure prompt notification and repair of any deterioration or damage that could be hazardous to the traveling public or more costly to repair if neglected. Experience: Construction Inspector I: No experience required. Construction Inspector II: 1 year of experience in construction, maintenance and repairs, construction inspection, engineering support, materials or process inspection; or related experience. Construction Inspector III: 2 years of experience in construction, maintenance and repairs, construction inspection, engineering support, materials or process inspection; or related experience. Construction Inspector IV: 3 years of experience in construction, maintenance and repairs, construction inspection, engineering support, materials or process inspection; or related experience. (Experience can be satisfied by full‑time or prorated part‑time equivalent. Related college education or relevant technical training may be substituted for experience on a year‑per‑year basis.) Licenses and Certifications Valid driver’s license. Requires driving a state vehicle. Competencies Methods for reviewing plans and specifications for compliance with requirements. Applicable inspection methods, procedures and techniques. Applicable testing methods, processes and procedures. Reading and interpreting applicable plans, schematics, blueprints and maps. Additional Competencies for Level II or III Construction engineering policies and procedures. The Texas Manual on Uniform Traffic Control Devices. Using computers and applicable programs, applications, and systems. Additional Competencies for Level IV Applicable plans, specifications and estimates preparation, review, processing and compliance requirements. Basic traffic management and control procedures. Occupational Safety and Health Administration rules and regulations. Persuasion and negotiation of critical issues. Scheduling work assignments. Public relations for maintaining effective working relationships with individuals and groups, both internal and external. Performing calculations using algebra, trigonometry and geometry. Coordinating labor, materials, and equipment. Maintaining a safe and effective working relationship with others. Physical Requirements and Working Conditions Subject to environmental conditions; protection from weather but not temperature changes. Subject to extreme cold and heat; below 32 and above 100 degrees for more than one hour. Subject to noise and vibration. Subject to hazards-moving vehicles/mechanical parts, high places/heat, or chemicals. Required to wear protective gear—respirator, hard hat, or other device. Medium work: Lift up to 50 lbs at a time and frequently lift or carry objects up to 25 lbs. Balancing—walking, standing, crouching on various surfaces without falling. Crouching—bending body downward and forward by bending leg(s) and spine. Crawling—moving about on hands and knees or hands and feet. Reaching—extending hand(s) and arm(s) in any direction. Standing—prolonged periods of time. Walking—moving on foot to accomplish tasks: long distance from one work site to another. This job has been identified as physically demanding and will require a pre‑employment physical. Drug Test Must pass a drug test prior to employment for safety impact positions. This is a Safety Impact position and will be subject to random drug testing. The Department of Transportation's Drug and Alcohol Testing Regulation – 49 CFR Part 40, at 40.151(e) – does not authorize 'medical marijuana' under a state law to be a valid medical explanation for a positive drug test result for an employee in this position.
