It is responsible for safeguarding and preserving lives and property through prevention, protection, and preparation as well as the care, custody, and supervision of all adults sentenced for violating North Carolina laws. This department includes state prisons with custody, healthcare, and facility operations staff as well as probation/parole officers who supervised sentenced people in the community. Other divisions include Administration, Health Services, Rehabilitation & Reentry, Special Operations and the Post-Release Supervision & Parole Commission. We have a mission that matters!**Description of Work**The Judicial District Manager (JDM) oversees the daily operations and fiscal management of their assigned district while supervising a staff. The JDM is responsible for all personnel policies and procedures in the areas of retirement, benefits, performance evaluation, disciplinary actions, grievances, investigations, time/leave recording, and staff development according to established Department of Adult Correction policy and procedures and as specified in North Carolina General Statutes. The JDM provides leadership to front line supervisors in the district offices and analyzes operations to assure sanction compliance by staff and determine trends in offender caseloads. The JDM is responsible for developing appropriate staffing plans to meet offenders’ needs in the district. The JDM reviews the work performance of all subordinate personnel to ensure balance of work assignments and overall performance consistent with established work performance standards. This task is achieved through a variety of means including conducting random case audits, reviewing printed data, oral communication with front line supervisors, web-based reports, and the NCVIP performance evaluation system. The JDM initiates, approves, updates and maintains written contract agreements with all placement agencies in the Judicial District and maintains security clearance to provide accuracy in CSAS (Community Service Automated System). The JDM is the chief liaison between Community Supervision, the general public, community agencies, law enforcement, and other criminal justice agencies. The position is the point of contact for media issues within the Judicial District as well as serving on District local task forces, community boards and committees. The JDM is responsible for the utilization of computer technology within the Judicial District. The JDM reviews and evaluates the work of staff and encourages or directs the use of such equipment to enhance employee efficiency, The Judicial District Manager (JDM) oversees the daily operations and fiscal management of their assigned district while supervising a staff. The DCS mission is to ensure public safety while helping offenders make positive changes and successfully complete their supervision. DCS collaborates closely with the NC Post-Release Supervision and Parole Commission, the court system as well as other state agencies, and community partners, particularly those addressing mental health, substance use and re-entry issues faced by our returning citizens.
