Deck Supervisor

5.1. Basic Services. The Deck Supervisor's responsibilities and tasks are as follows:
1. Perform Deck Supervisor and Crewman duties for INLS WT, CF, LCM-8, LARC-V, MPFUB and Inflatable Boat (IB).
2. Cross-trained as Craftmaster/Coxswain, Craft Engineman and Craft Electrician crew duties as an alternate for the INLS, LCM-8, LARC-V, MPFUB and IB during operational tests (OPTEST).
6. Perform TAAT functions as assigned. Provide Offload Control Unit SME support for Lighterage Control Assistant (LCA) and Lighterage Control Officer (LCO).
7. As Deck Supervisor, safely and expertly operates Navy watercraft and associated equipment. Directs assigned crew in deck functional areas, including damage control.
8. Provide surveillance of lighterage download/backload to/from ship.
9. Monitors and evaluates lighterage placement, dunnage use, lashing quantity and placement, chafe material adequacy and preservation/de-preservation actions. Identifies deficiencies and recommends solutions to correct deficiencies.
10. Observes and monitors military, contracted stevedores and maintenance technicians to evaluate techniques, load plan adherence and procedures used in the execution of the watercraft download/backload. Coordinates with the Stevedores/ contractor and NAV-P to resolve technical problems
11. Assists NAV-P management in formulating watchbills, plans, onload/backload priorities, and procedures, to ensure mission is accomplished in a timely and efficient manner. Reviews and analyzes blueprints, load plans and the Integrated Computerized Deployment System (ICODES) printouts as well as other documentation.
12. Assists in developing and maintaining necessary instructions, files, records, drawings, logs and reports in a notebook for each ship event.
13. Participates in pre/post-event meetings, briefs and debriefs in support of the offload/backload event.
14. Ensures Navy watercraft custody turnover is performed properly IAW established guidelines. Coordinates with NAV-P to resolve any issues.
15. Prepares and reviews deck load diagrams detailing lighterage placement, orientation, Navy Support Equipment (NSE) container location, fuel status, craft weight and other pertinent data.
16. Prepares special reports/picture briefs for NAV-P as necessary.
17. Monitors and evaluates lighterage movement via tug, mobile boat hoist and transporter. Observes mooring, fendering, placement/positioning, dunnage use, rigging use and safety procedures for compliance. Identifies deficiencies and recommends solutions to correct deficiencies.
18. Monitors maintenance and repair work performed on Navy Lighterage, ashore and afloat.
19. Assists with custody transfer of Lighterage to/from the contractor and/or military.
20. Monitors shipboard Lighterage offload/backload, CONUS and OCONUS.
21. Serves as (TAAT) during MPF exercises/contingencies.
22. Serve as a Deck SME in the Operations Section of the NAV-P staff. 23. The Deck Supervisor shall perform crew training in seamanship, engineering, casualty control, first-aid and damage control IAW NAV-P direction.
24. Serve as an RRDF, ABLTS and Portage SME.
25. Monitor NTCSS R-Supply and OMMS-NG data and associated processes. 26. Perform other duties as assigned by NAV-P Director/COR.
5.2 Education, Knowledge and Experience Requirements for Key Personnel: High school graduate or GED with five years' experience in operating and maintaining Navy watercraft from MPF shipping. Must have exceptional boat handling skills. Experience should be while serving in the capacity that directly supports Expeditionary Program Office's (ExPO) Cargo Offload and Discharge System (COLDS). Must have effective communication skills (verbal and written), proficiency in Microsoft Windows/Office, ability to function as a team player in an evolving and demanding environment, be process improvement driven, have strong technical, ethical, communication, and documentation skills. This position also must have the ability to multi-task in a dynamic environment, familiarity of continuous improvement concepts, excellent time management, administrative organization skills, possess the ability to interface with all levels of management, knowledge of analytical, evaluative methods and techniques to measure trends.
5.2.1 Knowledge of the principles, practices, and procedures used in the operation, maintenance and repair of lighterage. Specific knowledge of following: a. Working knowledge and ability in reviewing, interpreting and applying plans, blueprints, drawings, specifications, work orders, alteration records, technical instructions and standards in all aspects of quality control, quality assurance and in all industrial disciplines associated with the repair and maintenance of lighterage systems and support equipment.
b. Knowledge in surveilling the work of contractors engaged in servicing/repairing NSE lighterage and support equipment, and to provide the oversight and technical data necessary to establish deadlines, phase programs in and out and ensure logistical support for the equipment. c. Knowledge of the NSE, operations, maintenance and repair organization and their capabilities. This includes best practice processes that lead to resolution of maintenance and repair problems that reduce the effectiveness of the MPF program. d. Knowledge and ability to compose technical reports and evaluations of performed surveillance. e. Knowledge and ability to communicate, verbally and in writing, with a variety of government personnel, contractors, and representatives of other organizations/services on a wide-ranging, controversial, sensitive or serious equipment issues. f. Knowledge of Engineering Operational Sequencing System (EOSS), Engineering Operating Procedures (EOP) and Engineering Operational Casualty Control (EOCC).
g. Knowledge of Convention on the International Regulations for Preventing Collisions at Sea (COLREGs).
h. Knowledge of Navy watercraft, craft equipage and craft systems, including main propulsion, hull, mechanical, electrical systems, automated machinery control systems, and navigation and communications equipment. i. Extensive knowledge of MPF program and Navy operations, specifically Naval Support Element mission, procedures, organization and watercraft. j. Extensive knowledge in Navy Lighterage and watercraft operations. k. Working level knowledge of Navy maintenance and repair. l. Knowledge and ability to start, operate and secure Navy Lighterage or watercraft systems, including main propulsion, hull, mechanical, electrical systems, automated machinery control systems, and navigation and communications equipment.
5.2.2 The Deck Supervisor must graduate from Navy COI INLS Deck Sup K-551-0101. Additionally, the Deck Supervisor must be capable of obtaining and maintaining "National Master of Less Than 100 Gross Register Tons Near Coastal Waters" IAW USCG requirements, complete and successfully graduate from Basic Operator K-062-0113, INLS Craft Master K-062-0110, and MPF UB Operator K-062-2121 before assuming duties as Coxswain/Craftmaster. The Deck Supervisor shall be a graduate of the following web based training; Introduction to Improved Navy Lighterage System -CSFE-INLS-010-2.0, INLS Machinery Control System CSFE INLS-020-1.0 and NSE MPF Operations (Seaward) - CSFE-NSE-010-1.0. The Contractor shall provide certificates upon request.
