No remote opportunities are available for this position. Rocket Center, WV is located along the North Branch Potomac River in Mineral County, West Virginia and is home to the Allegany Ballistics Laboratory (ABL), a government installation operated by Northrop Grumman. Develops information on budget status, workforce level, equipment availability, and other company capabilities. Determines customer requirements and translates these requirements into organizational plans.Assist Program Manager is directing all phases of programs from inception through completion.Assist Program Manager with cost, schedule and technical performance of company programs or subsystems of major programs.Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets, and financial terms/conditions of contract.Leads a cross-functional team of associates with a wide range of skill sets, ensuring roles and responsibilities of all team members are well understood and executed.Ensures program-wide focus on safety, quality, cost, and schedule.Establishes milestones and monitors adherence to master plans and schedules.Identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications.Manages subcontractor actions and performance.Controls expenditures within limitation of project budget.Develops and manages performance metrics on assigned programs to drive continuous improvement.Develops and delivers presentations to management, and other program stakeholders.Performs Risk and Opportunity Management.Basic Qualifications:LEVEL 2: 6 years of experience required. Will consider those having 2 years of work experience with a Bachelors degree; or 0 years of experience with a masters degree.LEVEL 3: 9 years of experience required. Will consider those having 5 years of work experience with a Bachelors degree; or 3 years of experience with a masters degree.Experience with DOD contracts/products required,Ability to lead cross functional engineering teams to achieve a common project goalBasic competency in project management skillsAbility to engage with customers and define project scope requirementsAbility to obtain a secret security clearance. (US Citizen a requirement)Competent in standard Microsoft Office software suite.Good communications and customer engagement skillsPreferred Qualifications:A degree in a science, engineering, or a business programExperience with DOD contractsActive Security ClearancePrimary Level Salary Range: $72,100.00 - $108,100.00Secondary Level Salary Range: $89,400.00 - $134,200.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
