Pre-Development Lead — Housing & Public Finance (LA)

Consciousness Incorporated in Los Angeles is seeking a Pre-Development Manager to lead feasibility, entitlements and client coordination on housing projects, including senior-housing pilots. You will manage feasibility studies, early-stage funding coordination and hand clean scopes to design and engineering teams, ensuring alignment with LIHTC, HUD and public grant requirements.
