Position Summary:

This role provides on-site business and Contracting Officer Representative (COR) support to the U.S. Coast Guard's Offshore Patrol Cutter (OPC) Program Office. The Specialist supports the COR and Alternate COR (ACOR) with cost and price analysis, contract administration, Independent Government Cost Estimate (IGCE) development, market research, Engineering Change Proposal (ECP) processes, and Common Access Card (CAC) review activities. The position requires the ability to obtain a Secret-level security clearance due to access to sensitive financial and acquisition data.

Responsibilities:

• Assist the COR and Alternate COR (ACOR) with conducting cost and/or price analysis and developing analyses as applicable

• Receive responses and assist the COR Team and Project Manager with cost/price analysis and development of pre/post-negotiation memoranda as required

• Support the COR Team with contract administration duties — prepare contractor discrepancy reports, draft Contractor Performance Assessment Reporting System (CPARS) entries, requests for equitable adjustment, cure letters, default packages, and similar documents

• Assist the COR and ACOR with development of Independent Government Cost Estimates (IGCE), Requests for Proposal (RFP), Technical Assessment Reviews (TAR), Market Research, and ECP processes

• Assist the COR and ACOR in reviewing CAC applications and conducting semi-annual reviews of assigned CACs

• Assist the COR/ACOR with processing invoices for payment on assigned Task Orders (TO); support administrative closeout of TOs, including final reports and evaluations

• Assist the COR/ACOR with developing milestones, reports, and trackers for COR-actionable items — ECP, TAR, RFP, IGCE, and similar actions

• Create standardized reports, presentation graphs, and track the status of COR/ACOR actionable items and process metrics on workflow capability usage

• Develop documentation including Market Research Reports, RFP/RFQ packages, Price/Cost Analyses, Best Value Trade Off Reports, COR/ACOR correspondence, and other acquisition plan and execution documents

• Performs other related duties as assigned

Requirements:

Required Qualifications:

•**Active Secret-level security clearance required**

• Minimum of four (4) years of experience supporting a COR in a shipbuilding environment

• Bachelor of Science degree in a business / technical field with a minimum of 24 business credits; substitution: a minimum of four (4) additional years of relevant experience may substitute for the bachelor's degree

• Comprehensive knowledge of shipbuilding processes, techniques, and procedures

• Comprehensive knowledge of the Federal Acquisition Regulation (FAR)

• Knowledge and skill in applying analytical and evaluative methods to organize, plan, conduct, evaluate, and administer contract requirements

• Ability to produce COR reports, briefs, and presentations using contractor-provided data

• Knowledge of economic, statistical, accounting, fact-finding, and financial analysis principles and techniques sufficient to analyze historical cost and schedule, evaluate auditor and contractor reports, verify and interpret contractor cost and schedule performance, and project cost and schedule trends

• Familiarity with DCMA and DCAA standards, guidelines, and best practices

• Comprehensive knowledge of auditing organizations (DCMA, DCAA) and the overall acquisition process

• Knowledge of Microsoft Office (Word, PowerPoint, Access, Excel)

Preferred Qualifications:

• Federal Acquisition Certification — Contracting Officer's Representative (FAC-COR) Level II or III

• Defense Acquisition Workforce Improvement Act (DAWIA) Contracting certification

• Prior experience supporting a major shipbuilding acquisition (OPC, NSC, DDG, LCS, FFG, T-AO, or similar)

• Experience with Earned Value Management (EVM) and federal program performance reporting

• Familiarity with the Major System Acquisition Manual (MSAM) and DHS / DoD acquisition policy

Other Requirements:

• U.S. citizenship required

• Must obtain a DHS Common Access Card (CAC)

• Must execute DHS Non-Disclosure Agreement (DHS Form 11000-6) as a condition of employment

• Position requires moderate walking and movement through an active shipyard and OPCs under construction

• Work is performed on-site at the OPC Program Office in Mobile, AL

This is primarily a work-from-home position, with some travel to Corporate Office area as needed. Requires eligibility to work in the US and may require a background investigation or security clearance.
