ARServices is seeking an experienced Acquisition Specialist to provide Advisory and Assistance Services (A&AS) to the Defense Threat Reduction Agency (DTRA) Research & Development (RD) Directorate, Operations Department (RD-OP) Front Office. This role is ideal for a detail-oriented professional with strong project management and acquisition experience supporting advanced research and development (R&D) programs focused on RDT&E procurements.

The Acquisition Specialist will support DTRA program managers in PPBE documentation, acquisition planning, spend plan management, purchase request processing, contract tracking, and real-time cost/schedule/performance analysis. You will interface with acquisition, finance, end users, and performers to ensure capabilities meet requirements and that leadership has accurate contract and financial information for decision-making.

A qualified candidate will perform the following duties and responsibilities, but are not limited to:

• Support DTRA program managers in development of Planning, Programming, Budgeting, and Execution (PPBE) process documentation.
• Support DTRA program managers in development and management of advanced technology development RDT&E programs and projects, including requirements determination.
• Conduct market research to support DTRA acquisition strategy checklists.
• Develop and manage program plans and transition strategies.
• Support program/project kickoffs, program management reviews, and coordination meetings.
• Coordinate with end users and performers to ensure capabilities and products meet requirements.
• Interface with program managers from other departments and partner organizations to coordinate efforts.
• Prepare purchase request acquisition documentation.
• Maintain and track progress of purchase request packages in the DTRA automated purchase request system and promptly address issues.
• Manage the division spend plan in coordination with finance and the lead division Program Manager.
• Track work progress and funds expenditures using division-designated tools.
• Provide real-time analysis of project cost, schedule, and performance.
• Develop project documentation and briefings.
• Interact with DTRA acquisition, finance, and other personnel, and communicate with multiple government agencies and performers as necessary.
• Consolidate, maintain, and present macro-level information on all contracts to leadership, including contracts held by the office and those leveraged from other offices.
• File contract and budget documentation, invoices, and reports, and maintain the contract filing system in accordance with DTRA requirements.
• All other duties as assigned.

Required Qualifications:

• Bachelor's degree in business, accounting, finance, or a technical discipline with 10 years of relevant experience.
• Outstanding writing and interpersonal skills.
• Experience in, or a demonstrated ability to learn, DoD program management and PPBE processes.
• Fluency in Microsoft Office products, including Word, Outlook, and PowerPoint, with superior Excel skills.
• Ability to read contracts, modifications, and contract sections for accuracy and issues, and extract metadata to assist management in oversight of 20+ contracts.

Security Clearance Requirements: Current/active Top Secret clearance with SCI eligibility.

Location & Travel: This is a full-time position based at DTRA Headquarters in Fort Belvoir, VA.

Compensation at ARServices is determined based on a variety of job-related factors, including education, relevant experience, certifications, knowledge, skills, competencies, internal equity, external market considerations, geographic location, security clearance level, contract labor category and funding requirements, organizational needs, and applicable federal, state, and local laws. The projected compensation range for this position is based on full-time status. Actual starting compensation will be determined based on the selected candidate's qualifications and the factors identified above. Posted Salary Range USD $83,898 - $161,266 / Yr.
