Buyer / Purchasing Specialist (CAPEX) (BBBH23085a) Houston, Texas Salary: USD 70,000 - USD 75,000 per annum + Insurance + Pension + Bonus Location: Houston, Texas – Hybrid (3 days onsite) We are seeking a mid-senior level Buyer to support CAPEX procurement across multiple sites. The role focuses on strategic sourcing, business analysis, and negotiation for high-value capital projects, rather than transactional purchasing.
THE ROLE
Manage CAPEX procurement activities, including sourcing, bid evaluations, supplier research, and commercial documentation for major equipment and construction packages. Support the development and refinement of commercial terms, scopes of work, and contract drafts in alignment with company standards and legal requirements. Engage regularly with project managers, engineers, and site stakeholders to understand requirements, align purchasing strategy, and ensure timely project delivery. Utilize Coupa or Oracle ERP systems to track procurement workflows, manage vendors, and ensure accurate documentation throughout the CAPEX lifecycle.THE PERSON
Procurement experience, ideally within plants, refineries, energy, industrial manufacturing, or engineering project environments. Hands‑on experience with CAPEX purchasing, including equipment, fabrication, engineering services, or construction packages. Skilled in using Coupa, Oracle, or similar ERP platforms, with strong attention to detail and procurement documentation. Strong communication and stakeholder engagement abilities, capable of working with engineers, leadership, and vendors. The salary advertised is the bracket available for this position. The actual salary paid will be dependent on your level of experience, qualifications and skill set.
