Operations Manager
Franklin County Community Based Correctional Facility
The Franklin County Community Based Correctional Facility (CBCF) is a minimum‑security, American Correctional Association (ACA) accredited, residential prison diversion program for adult male offenders. CBCF is a 180‑bed facility that houses adult male offenders (referred to as “residents”) for a maximum of 180 days. The facility focuses on community safety, targeting residents’ criminogenic needs via intense cognitive behavioral programming to reduce recidivism. Position Summary The Operations Manager at CBCF is a leadership position responsible for the overall safety, security, cleanliness, and operation of the facility’s physical plant and grounds, food service department, shift operations, and fleet vehicles. The Manager develops, implements, and evaluates plans related to facility maintenance, housekeeping, waste management, and operational services, ensuring compliance with established standards and procedures. They oversee the Food Service Department, ensuring compliance with all applicable state and local health regulations, National School Lunch Program requirements, and food safety standards, and supervise Shift Operations to maintain a safe, secure, and well‑maintained environment. The Operations Manager ensures all assigned departments operate efficiently and effectively while maintaining compliance with accreditation standards and regulatory requirements, including those of the ACA, PREA, ODRC Bureau of Community Sanctions, and applicable federal, state, and local laws. They support the facility’s mission by fostering a collaborative environment focused on rehabilitation and successful reintegration, coordinating policies, procedures, and protocols related to facility, food service, and security operations, and supporting ongoing staff development through training, performance evaluations, and coaching. Essential Functions Oversight of Facilities and Food Service Staff and Facility and Food Service Compliance. Plan, coordinate, and oversee all safety and security protocols related to the facility’s physical plant and grounds and develop policies, procedures, and protocols related to facility operations. Participate in staff recruitment, onboarding, and ongoing training programs. Maintain accurate documentation and reports related to facility operations. Identify and implement strategies to improve operational efficiency and service delivery. Perform other duties as assigned. This is not to be construed as an exhaustive statement list of duties, responsibilities, or requirements. Qualifications Bachelor’s degree in Criminal Justice or Social Science. One to three years’ experience supervising or managing personnel preferred. Strong leadership and organizational skills. Knowledge of behavior management systems, de‑escalation strategies, and therapeutic alliance. Experience supervising security operations and ensuring compliance with safety protocols. Excellent communication and conflict resolution skills. Ability to analyze data and recommend solutions to improve outcomes. Valid Ohio driver license with acceptable driving record.
