What to Expect:

The Accounting Supervisor performs advanced professional governmental accounting work in support of HHS financial reporting, annual budget preparation, and fiscal compliance. This position provides technical leadership and oversight for complex accounting functions, including month-end and year-end closing. Under the direction of the Accounting Manager - HHS, the Accounting Supervisor serves as a key resource to HHS by providing expert guidance on accounting standards, budget management, financial systems, and internal controls. Coordinates, administers, supervises and participates in all essential duties of the accounting support staff for accounts payable, billing, and purchasing. Assigns work, develops employees, and monitors performance through the supervision of staff. Performs, analyzes and evaluates complex accounting activities in order to lead accounting personnel in support of department business units. Interacts with various groups within the organization to achieve financial goals and assure the ongoing development and sufficiency of accounting systems, supports and plans. The position ensures accurate and timely financial reporting in accordance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) requirements, and applicable laws and policies, while supporting audits, financial analysis, and continuous improvement of accounting processes.

• Perform advanced professional accounting and financial management functions related to county-wide financial reporting, budget administration, and compliance with Generally Accepted Accounting Principles (GAAP) and governmental accounting standards.
• Provide technical accounting expertise, financial guidance, and budgetary support to the HHS department to ensure effective management of appropriated funds, compliance with fiscal policies, and accurate interpretation of financial data.
• Monitor and review departmental financial activities to ensure billable service revenues remain within approved budget levels; work directly with departments to explain financial status, trends, and variances.
• Identify emerging financial issues, including revenue shortfalls, or compliance risks, and advise Finance leadership and department management on options for resolution.
• Manage and complete the month-end closing process, including preparation and review of journal entries, accruals, account reconciliations, and departmental financial reports to ensure accurate and timely financial records.
• Ensure HHS accounting procedures support effective internal controls over financial reporting; identify control deficiencies and implement or recommend corrective actions as needed.
• Maintain and update accounting policies, procedures, and operating guidelines to reflect changes in accounting standards, software systems, organizational responsibilities, and regulatory requirements.
• Work closely with internal and external auditors during audits; provide documentation, respond to inquiries, and make recommendations to the Accounting Manager - HHS regarding procedural improvements and audit findings.
• Analyze financial data and reports to provide oversight, guidance, and technical assistance to Health & Human Services staff.
• Supervises, sets priorities, organizes, schedules, approves and reviews the work of subordinates; instructs and trains employees in proper procedures; analyzes and develops procedures and systems.
• Supervises and coordinates the work of accounts payable, billing, and purchasing accounting support staff; including completing evaluations, holding monthly 1:1 meetings, interviewing, making recommendations for hiring, assignment, development, discipline, and termination.
• Leads software development for accounting applications; assures functionality and performance; interfaces with County and State IT personnel as necessary.
• Completes annual rate setting for services provided by internal staff and billed to insurance.
• Assures compliance with state and federally regulated program policy and performance requirements, specifically DHS-1.
• Perform other related duties as assigned to support the mission and operations of the Health & Human Services Department.

Minimum Education: Bachelor's degree from an accredited college or university in Finance, Accounting, or a related field.

Minimum Experience: Five (5) years of progressively responsible professional accounting experience, including governmental or public-sector accounting experience. A combination of education and work experience may be considered.

Minimum Certifications:

• Certified Public Accountant (CPA) designation is preferred.

Other Requirements:

• A Valid Wisconsin Driver's license.
• Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standards Board (GASB) requirements applicable to counties and other governmental entities.
• Knowledge of public-sector budgeting principles, financial reporting requirements, internal controls, and fiscal compliance standards.
• Strong analytical skills with the ability to review, interpret, reconcile, and evaluate complex financial data; identify trends, variances, or discrepancies; and recommend appropriate corrective actions.
• Skill in preparing, reviewing, and approving journal entries, accruals, reconciliations, financial statements, and supporting schedules to ensure accuracy, completeness, and compliance with accounting standards.
• Knowledge of internal control frameworks and risk assessment practices, with the ability to evaluate accounting processes, identify control weaknesses, and implement or recommend improvements.
• Ability to provide technical accounting guidance, training, and support to HHS staff regarding accounting procedures, budget management, financial systems, and reporting requirements.
• Knowledge of financial system applications and reporting tools, including enterprise accounting systems and advanced use of spreadsheet software (e.g., Excel) for analysis, reconciliation, and reporting.
• Strong written and verbal communication skills, including the ability to prepare clear financial reports, explain technical accounting information to non-financial staff, and present information to leadership, committees, or governing bodies.
• Demonstrated supervisory and leadership skills, including the ability to provide direction, review work for accuracy and completeness, support staff development, and promote accountability and high-quality work standards.
• Ability to plan, organize, and prioritize work effectively; manage multiple deadlines and competing priorities; and maintain accuracy in a fast-paced, deadline-driven environment.
• Demonstrated professionalism, integrity, and discretion in handling sensitive financial information and exercising independent judgment consistent with County policies and ethical standards.
• Ability to work collaboratively with Finance leadership, internal departments, auditors, and external partners while maintaining a customer-service-oriented approach.
• Knowledge and experience with Medicare, Medicaid, private insurance billing and the services offered within Health and Human Services.

Work is performed primarily in an office environment within the HHS Accounting Department under standard office conditions. Duties require frequent sitting, standing, and walking; extended use of a computer workstation, including repetitive keyboarding and prolonged viewing of computer screens. Hearing and speaking sufficient to communicate effectively with County staff, department leadership, auditors, and external agencies, both in person and by telephone. Vision sufficient to read, review, analyze, and interpret financial reports, spreadsheets, policies, audit documentation, and other written and electronic materials. Occasional lifting, carrying, or moving of office materials, files, or records weighing up to approximately 25 pounds may be required. Work requires sustained concentration, analytical reasoning, and attention to detail when evaluating complex financial data, meeting statutory deadlines, and preparing audit and financial reports. Periodic increases in workload and time sensitivity may occur during budget preparation, audit cycles, year-end close, and statutory reporting deadlines. Position requires discretion and the ability to maintain confidentiality when working with sensitive financial, audit, and personnel-related information. Risk of blood-borne pathogen exposure is considered low.
