Reporting to the Senior Technical Advisor, Malaria, the Advisor provides technical support to country teams, ensures budgetary and regulatory compliance, and supporting the team in the country to engage donors and stakeholders on malaria-related matters. The Advisor supports country teams to implement evidence-based interventions at health facility and community levels, in alignment with national policies, covering malaria supply chain management, diagnosis, treatment, surveillance, and quality of care. This includes supporting countries in modernizing commodity planning and gap analysis tools to reflect MOU guidelines, new malaria commodities, Global Fund GC8 data, and available supply chain information. The Advisor provides oversight to an assigned portfolio, sets strategic priorities to guide resource investments in malaria and related technical areas, establishes and monitors best practices, and leads business development efforts. The role is accountable for contributing to the development and implementation of technical, strategic, and operational plans, goals, and policies to advance malaria programming.

Key Responsibilities

As part of the Technical Advisor II – Malaria's broader support to the malaria portfolio, the Advisor works with country teams to support the Ministries of Health, national malaria control/elimination programs (NMCPs/NMEPs), laboratories, and research partners to translate supply chain, clinical, prevention, and surveillance evidence into improved policies and services, particularly for underserved populations. Specific functions include:

1. Malaria Commodities, Supply Chain Coordination, and risk analysis:

  • Lead development of supply plans, including dashboards, risk summaries, and visual products that highlight current and projected stockouts, procurement delays, funding gaps, overstock, and expiry risks for internal and donor reporting.
  • Data Analysis & Risk Monitoring including collecting, validating, analyzing, and synthesizing forecasting, inventory, procurement, shipment, and consumption data; develop and maintain methodologies to track stock-out/overstock risks, expiries, pipeline gaps, and funding shortfalls; and monitor supply chain performance indicators to enable proactive mitigation.
  • Cross-Country Coordination: Produce country-level and cross-country commodity availability analyses and collaborate with technical, program, and country teams to ensure data consistency and timely reporting.

2. Malaria Case Management

  • Provide technical leadership for malaria case management strategies, guidelines, training, and implementation at health facility and community levels.
  • Advise national programs on accurate diagnosis and appropriate management of uncomplicated and severe malaria, malaria in pregnancy, and malaria in vulnerable populations.
  • Support evidence-informed introduction and monitoring of multiple first-line therapies (MFT), where appropriate, to help preserve antimalarial efficacy and manage resistance risks.

3. Malaria Prevention

  • Advise on ITN product selection, campaign and routine distribution strategies, coverage and use, and durability and bioefficacy monitoring, in collaboration with supply chain teams.
  • Support residual efficacy assessments, including cone bioassays, and timely corrective or mop-up actions where performance falls below agreed standards.
  • Lead technical support for context-appropriate introduction, implementation, evaluation, and potential scale-up of spatial emanators and other promising vector control tools.
  • Assess scientific evidence, PMI guidance, national regulatory requirements, product safety, acceptability, cost, and operational feasibility before recommending deployment.
  • Develop implementation protocols, monitoring indicators, learning agendas, and practical guidance with national programs, product developers, and research partners.

4. Country Technical Assistance and Quality Improvement

  • Provide remote and in-country support to country teams; review workplans, technical approaches, curricula, budgets, and monitoring plans.
  • Assess clinical and operational performance through field visits, supportive supervision, and mentorship; work with national partners to implement corrective actions.
  • Strengthen adherence to malaria diagnosis and treatment standards through clinical audits, job aids, quality indicators, and continuous quality improvement.
  • Facilitate cross-country learning and adaptation of effective practices.

5. Community Case Management and Integrated Service Delivery

  • Strengthen iCCM and referral pathways for malaria and common childhood illnesses, with emphasis on remote, mobile, displaced, and underserved populations.
  • Build community health worker capacity in fever assessment, authorized diagnostic testing, appropriate treatment, danger-sign recognition, pre-referral care, and referral follow-up.
  • Improve linkages between communities and facilities for supervision, reporting, commodities, and continuity of care; coordinate with maternal, newborn, child health, and nutrition teams.

6. Malaria Surveillance, Data Use, and Performance Monitoring

  • Work with surveillance, monitoring and evaluation, and health information teams to improve completeness, quality, interpretation, and use of case management data.
  • Support DHIS2 and other national reporting systems, dashboards, performance reviews, and routine use of diagnostic, treatment, referral, and outcome indicators.
  • Use epidemiological and program data to inform risk stratification, subnational tailoring, resource prioritization, and corrective actions.
  • Contribute to technical reports, evaluations, policy briefs, and learning products.

7. Partnerships, Innovation, and Program Development

  • Represent FHI 360, as requested, in malaria case management, surveillance, diagnostics, and therapeutic efficacy technical forums.
  • Build collaboration with Ministries of Health, NMCPs/NMEPs, WHO, donors, academic institutions, laboratories, and implementing partners.
  • Provide technical input to proposals, country strategies, new program designs, and operational research opportunities.
  • Assess emerging diagnostics, medicines, digital tools, and delivery approaches for safe, effective, and context-appropriate adoption; identify opportunities for integration with primary health care and global health security.

8. Technical and Professional Competencies

  • Sound knowledge of PMI malaria guidance, malaria supply chain system, prevention and case management, and iCCM.
  • Strong analytical, technical writing, facilitation, and presentation skills; ability to communicate scientific findings to policymakers and implementers.
  • Demonstrated ability to support multidisciplinary teams, manage competing priorities, build partnerships, and work effectively across diverse country contexts.
  • Commitment to scientific integrity, national ownership, safeguarding, and sustainable capacity strengthening.
