The work involves responsibility for performing civil engineering duties subordinate to those which require the services of a professional engineer in the investigation, design and construction of public works projects. Under general supervision, an employee in this class receives assignments requiring the application of engineering skills and knowledge to civil engineering projects in connection with the design, construction, inspection or maintenance of public works. Assignments are received with general instruction but employees are expected to use initiative and judgment in carrying them out to completion. Supervision may be exercised over technical assistants in any phase of the work. Work is checked and reviewed frequently throughout its progress and completely at its conclusion by professional superiors. Does related work as required.

Typical Work Activities

• Supervises two or more field parties in topographical, land survey or hydrographical surveys; supervises work, takes notes and makes sketches; assumes responsibility for work results and progress of parties; supervises the operation of a survey party requiring complex and difficult survey techniques.

• Makes a variety of preliminary estimates for engineering projects; prepares detailed and specific recommendations for professional engineering superiors.

• Within county owned right of way, inspects work to determine compliance with regulations under which a permit was issued for pavement of sidewalks and driveways, and the installation or repair of water mains, sewers, gas mains, manholes or other work.

• Investigates proposed bridge sites; estimates cost of proposed structures for improvement; makes preliminary design and after approval from supervisor, makes final design; writes specifications; makes strength tests of proposed structures.

• Acts as resident engineer on construction of bridges and roads under contract to various contractors; supervises the inspection and placing of steel and mixing and placing of concrete; prepares estimates and submits recommendations on amounts of money due to contractor each month.

• Plans and designs highways, under general supervision of a professional engineer in accordance with modern highway engineering practices; makes preliminary layouts of proposed highway improvements with the practices and aid of reconnaissance and aerial photographs.

• Prepares engineering estimates of quantities of materials for proposed road improvement; recommends modification to specifications and recommends new specifications for materials or methods.

• Acts as a resident engineer on construction project; supervises the inspection of all phases of the work for compliance with County specifications; prepares estimates and submits recommendation on amount of money due to contractor each month.

• Directs the sampling of and performs tests on various construction materials; using a variety of laboratory equipment; makes tests of various construction materials used in highway construction work; makes soils and related laboratory tests such as liquid and plastic limits, shrinkage, field and centrifugal moisture tests, density and volume determinations; and prepares recommendations concerning the establishment of standards for various materials and soils involved in construction work.

• Manages public improvement projects or portions of projects, responsible for project schedules and budgets, preparation or supervision of bidding documents, coordinating project with consultants, contractors and other involved departments or agencies; prepares reports and related correspondence in the interest of sound project management or administration.

Knowledge, Skills, and Abilities

• Thorough knowledge of construction specifications and of their application to public works construction.

• Thorough knowledge of the principles, practices and instruments used in engineering and drafting.

• Thorough knowledge of mathematics through trigonometry and its application to field surveying and engineering computations.

• Good knowledge of the principles and practices of civil engineering.

• Good knowledge of the principles and practices of project management and construction contracts related to civil engineering projects.

• Skill in the use of engineering instruments and equipment.

• Ability to perform difficult technical computations, to compile engineering data and statistics and make estimates.

• Ability to make difficult and technical engineering drawings.

• Ability to read and interpret construction plans and to gain compliance with specifications in a tactful and impartial manner.

• Ability to supervise subordinates in a manner conducive to full performance and high morale.

• Ability to establish and maintain effective working relationships with contractors and the general public.

• Physical condition commensurate with the demands of the position.

Minimum Qualifications

Promotional:

• Two (2) years of permanent competitive class status in the title of Civil Engineer I.

Open Competitive:

• A) Graduation from a regionally accredited college or university or one accredited by the New York State Board of Regents to grant degrees with a Baccalaureate Degree in Civil Engineering and two (2) years of professional level work experience or its part-time equivalent in civil engineering; or,
• B) Six (6) years paraprofessional or professional level work experience, or its part-time equivalent in civil engineering, at least two (2) years of which must have been in a professional level capacity in civil engineering; or,
• C) An equivalent combination of training and experience as defined by the limits of (A) and (B).
