Position Summary: The Chief Program and Impact Officer is responsible for the strategic leadership, oversight, integration, and performance of 4Cs’ programmatic work across Community Services, Child Care Payment Programs, and agency program data and impact functions. The Chief Program and Impact Officer ensures that programs are mission-aligned, contractually compliant, data-informed, equity-centered, and positioned for growth, quality improvement, and strong outcomes for children, families, child care providers, and community partners. The Chief Program and Impact Officer provides direct supervision for the Director, Community Services; Director, Child Care Payment Programs; and the Data Analyst.

Provide executive leadership and oversight of 4Cs’ program portfolio, including Community Services, Child Care Payment Programs, and program data and impact functions.
Supervise and support the Director, Community Services; Director, Child Care Payment Programs; and the Data Analyst, including planning, assigning, and directing work; appraising performance; supporting professional development; and addressing concerns and resolving problems.
Ensure successful implementation, performance, reporting, monitoring, compliance, and audit readiness for agency program contracts, grants, and publicly funded initiatives, including but not limited to Child Care Payment Programs, Resource and Referral, Measure C-funded work, and related family support and community initiatives.
Partner with program leaders to monitor contract earnings, expenditures, deliverables, outcomes, and risk areas; recommend and authorize operational or programmatic adjustments as needed to support compliance, performance, and sustainability.
Lead agency-wide program strategy in alignment with the Chief Executive Officer, including short- and long-term planning for service growth, program integration, community impact, and organizational priorities.
Participate in the 4Cs Agency Leadership Team (ALT) and help drive cross-functional planning, decision-making, and organizational alignment across programs, operations, finance, development, and communications.
Oversee the agency’s Results-Based Accountability and program performance approach in partnership with program leadership and the Data Analyst, including the development of dashboards, reports, metrics, and analytic tools that support strategic planning, contract management, and continuous improvement.
Work with the Data Analyst and program leaders to identify trends, service gaps, community needs, risks, and opportunities across 4Cs program areas, and translate findings into action.
Ensure the development, implementation, and continuous improvement of standards, policies, procedures, and quality practices across program departments.
Guide program leaders in staffing structures, workflow design, and capacity planning to support program growth, accountability, and strong service delivery.
Support development of grant proposals, public funding applications, contract renewals, and program narratives in collaboration with the Chief Executive Officer, Development and Communications, Finance, and program leaders.
Represent 4Cs in community organizations, associations, coalitions, public systems, and professional forums, and help strengthen relationships with local, state, and federal partners, funders, and policymakers.
Promote an equity-centered, family-centered, and community-responsive approach across all program areas, grounded in the Strengthening Family Framework.
Prepare and present programmatic updates, performance reports, and strategic recommendations to the Chief Executive Officer, Board of Directors, and other stakeholders as requested.
Assist with processing and maintaining personal and confidential family and agency information.
Responsible for keeping confidential information safe and secure.

Qualifications:
To perform this job successfully, an individual must be able to satisfactorily perform each essential duty. The requirements listed below are representative of the knowledge, skill, and/or ability required. Transportation and a valid California Driver’s License are required for this position.
Education/Experience:
Master’s degree or equivalent preferred in Public Administration, Social Work, Child Development, Education, Nonprofit Management, or related field; or a minimum of ten years related experience and/or training; or equivalent combination of education and experience preferred. Minimum of five years of progressively responsible leadership experience in nonprofit, public, early childhood, family support, or community services settings. Demonstrated experience managing multiple publicly funded programs or contracts, leading managers or senior staff, using data to drive performance and improvement, and working across departments to advance organizational priorities. Successful implementation of California Department of Social Services, County, City First 5 or similar public funding contracts. Leadership in child development, family services, community partnerships and nonprofit program administration preferred.
Language Ability:
Read, analyze and interpret business, professional, technical or governmental documents. Write reports, business correspondence and procedure manuals. Effectively present information and respond to questions from managers, customers and the public.
Mathematical Ability:
Apply mathematical and analytical concepts such as budgeting, forecasting, trend analysis, ratios, percentages, and statistical interpretation to practical program and operational situations. Ability to develop and manage program budgets, analyze contract earnings and expenditures, interpret dashboards and performance data, and use quantitative information to support predictive analytics, planning, and decision-making.
Reasoning Ability:
Solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Interpret a variety of instructions furnished in written, oral, diagram, or schedule form.
Computer Skills:
Proficiency in Microsoft 365, Outlook, and Teams is required. Experience using spreadsheets, program data systems, dashboards, and reporting tools preferred.
Certificates and Licenses:
A valid California Driver’s License and car insurance are required for this position.
Supervisory Responsibilities:
Directly supervises the Director, Community Services; Director, Child Care Payment Programs; and the Data Analyst. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

SALARY RANGE (Grade 18)
Progression throughout the salary range is based on performance reviews and the approval of the annual agency budget.
