Duties

Help

• You will serve as a technical authority developing engineering layouts and design specifications for complex low to medium voltage electrical systems, including substations, switchgear, motor control centers (MCCs), transformers, and breaker panels.
• You will perform engineering calculations and diagnostic assessments- load flow analysis, short circuit calculations, and protective device coordination studies-to evaluate system integrity, optimize power performance, and minimize operational risk.
• You will ensure regulatory compliance across all facility power designs and engineering initiatives, strictly enforcing the National Electrical Code (NEC), NFPA 70E, Unified Facilities Criteria (UFC), and applicable federal and local building codes.
• You will author and review critical engineering documentation, including detailed technical drawings, Bills of Materials (BOM), and procurement packages, to ensure seamless equipment sourcing and full alignment with federal contracting standards.
• You will provide technical oversight and contractor management, reviewing complex project drawings, interpreting structural interfaces, and swiftly resolving Technical Requests for Information (RFIs) to keep infrastructure projects on schedule.
• You will direct the onsite quality assurance, inspection, and commissioning of industrial plant electrical equipment, ensuring rigorous testing protocols are successfully completed before authorizing system energization.
• You will lead engineering investigations and Root Cause Analyses (RCA) into critical equipment failures, unexpected blackouts, or power quality anomalies, implementing effective corrective and preventive actions to protect facility continuity.
• You will direct long-term asset management and capacity planning initiatives to seamlessly support mission critical facility expansions, major equipment modernization upgrades, and the strategic integration of advanced new operational capabilities.
• You will design, evaluate, and test infrastructure safety systems, including facility wide grounding grids and comprehensive lightning protection networks, to secure high value electronic assets and protect personnel from electrical hazards.
• You will provide expert leadership, coaching, and mentorship to engineers and technical staff, guiding their design methodologies, safety compliance, and project execution standards to foster professional development and build team capability.

Qualifications

In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized qualifications at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate duties related to the following: 1) Serving as the principal technical electrical authority, authoring engineering directives and communicating complex technical matters to stakeholders while managing cradle-to-grave program functions, including budgeting, cost estimation, scheduling, and field activities; 2) Leading, planning, and directing multidisciplinary teams of engineers and technicians on complex projects; championing and defending high-impact, long-range technical proposals while exercising final authority on critical problem resolutions; 3) Managing high-tempo engineering initiatives and rapid troubleshooting for the modernization and stabilization of critical power distribution systems, ensuring uninterrupted mission capability across diverse facilities; 4) Applying professional electrical engineering and program management expertise to lead the design, modernization, and lifecycle maintenance of complex facility electrical distribution networks, industrial plant systems, and critical airfield power infrastructure; enforcing strict adherence to OSHA safety regulations and National Electrical Code (NEC) standards to ensure absolute technical compliance and operational safety; and 5) Engineering and mapping complex power distribution layouts using CAD, integrating automated controls with heavy electromechanical equipment to perform field verifications, troubleshoot emerging failures, and resolve highly complex electrical engineering problems.

Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Successful completion of a professional engineering degree. To be acceptable, the program must: (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A (above). Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.
