PROGRAM ANALYST

Job Title

The incumbent serves as the Department of the Interior's technical expert and principal staff advisor for the development, implementation, assessment, and continuous improvement of the Department's Enterprise Risk Management Program.

As the Program Analyst for the Office of the Secretary, Office of Planning and Performance Management, the major duties will include but are not limited to the following:

• Serves as the Department's technical expert and senior advisor on Enterprise Risk Management, providing authoritative guidance to senior leaders and officials on the identification, assessment, prioritization, treatment, monitoring, and reporting of risks that could affect Departmental mission outcomes and strategic objectives.
• Leads the development and annual update of the Departmental Enterprise Risk Profile and enterprise risk register, including risk statements, likelihood and impact assessments, risk ratings, treatment strategies, key risk indicators, and monitoring requirements.
• Develops and maintains Department-wide Enterprise Risk Management policies, governance structures, assessment methodologies, procedures, templates, tools, and reporting requirements consistent with applicable laws, regulations, and Federal guidance.
• Integrates risk management with strategic planning, performance management, evidence-building, internal controls, budget formulation, program and portfolio management, and organizational review processes to strengthen leadership decision-making and improve mission delivery.
• Coordinates with bureaus, offices, senior executives, subject matter experts, and external partners to identify emerging and cross-cutting risks, facilitate risk discussions and governance bodies, evaluate risk treatments, and prepare executive-level briefings, dashboards, reports, and recommendations.
