Job Details Job Code: JC-524417 Position #: 680-323-4615-017 Working Title: Senior Planning Analyst Classification: PUBLIC UTILITIES REGULATORY ANALYST IV Salary: $8,766.00 – $10,973.00 Effective date: July 1, 2025 # of Positions: 1 Work Location: Los Angeles County Telework: Hybrid Job Type: Permanent, Full Time Department: Energy Division / Electric Planning and Market Design Branch / Integrated Resource Planning section Responsibilities Under general direction of the section Program and Project Supervisor, the Public Utilities Regulatory Analyst IV (PURA V) will act as a senior or principal CEQA Project Manager responsible for completing California Environmental Quality Act (CEQA) environmental review for infrastructure projects, such as electrical and natural gas infrastructure projects. The project manager will lead the development of CEQA and other environmental review documents, oversee permitting, and support Administrative Law Judges (ALJ), Commissioners, and Advisors in permitting of utility infrastructure projects. Responsibilities include: Conducting complex technical, policy, and economic analysis to support project permitting. Managing the preparation of CEQA documentation and other environmental records. Overseeing construction compliance of utility infrastructure projects. Providing technical support and guidance to ALJs in formal proceedings before the Commission. Managing consultant selection, contracting, and oversight of environmental documentation. Facilitating workshops and stakeholder meetings as required. Qualifications Minimum qualifications are defined in the Classification Specification and must be met through state employment form STD 678. Candidates must demonstrate: Experience with public utilities, transportation, economics, finance, or policy related to electric or natural gas infrastructure. Ability to manage complex technical projects, develop schedules, and deliver timely deliverables. Strong analytical skills with experience in economic or policy analysis. Understanding of California’s climate change and energy resource planning goals. Completion of required education or equivalent with official transcript or diploma. Compliance with state eligibility and testing requirements, including LEAP or other eligibility programs.
