Position Summary
The Cable Installer / Telecommunications Technician installs, terminates, tests, troubleshoots, repairs, labels, and documents inside-plant and outside-plant copper and fiber-optic telecommunications infrastructure supporting the Joint Base Charleston Base Telecommunications System. The technician performs work orders, preventive maintenance, emergency restoration, cable locating, pathway inspections, and records updates in accordance with the Performance Work Statement, applicable Air Force guidance, OEM requirements, and industry standards.
Primary Responsibilities- Install, remove, relocate, splice, terminate, cross-connect, and repair copper and fiber-optic cable, building entrance terminals, distribution pedestals, patch panels, jacks, racks, and related telecommunications components.
- Perform inside-plant and outside-plant maintenance, including cable-pair assignments, line moves/adds/changes/disconnects, abandoned-cable removal, pathway cleanup, grounding verification, labeling, and sealing of conduits and building entrances.
- Conduct preventive maintenance inspections of spare conductors, manholes, handholes, building entrance terminals, and distribution pedestal terminals; identify discrepancies and complete corrective actions.
- Respond to routine, priority, and emergency trouble tickets and work orders; support cable-cut restoration and other outages within contract response requirements.
- Locate, stake, and mark underground telecommunications cables and conduits using approved locating equipment; support GPS and geospatial data collection when assigned.
- Perform cable certification and acceptance testing using appropriate copper and fiber test equipment; prepare test results, as-built information, and repair documentation.
- Update or provide source data for Telecommunications Management System / CAIRS and CIPS/CVC records, cable-pair assignments, work orders, terminal records, and equipment inventories within required timelines.
- Coordinate with the Site Manager, Call Manager Technician, Government personnel, engineers, facility representatives, and other vendors to support installations, renovations, outages, and special projects.
- Follow confined-space, fall-protection, electrical, hazardous-material, traffic-control, and general job-site safety requirements; use required personal protective equipment.
- Maintain tools, test equipment, vehicles, consumables, and assigned Government-furnished property in serviceable condition.
- Minimum three years of hands-on experience installing and testing copper and fiber-optic telecommunications cable and components, unless current BICSI certification is held.
- Demonstrated experience with OSP and ISP cabling, cable pathways, manholes/handholes, building entrance terminals, distribution frames, pedestals, splicing, terminations, cross-connects, grounding, bonding, and labeling.
- Ability to use optical loss test sets, optical time-domain reflectometers, copper certification testers, tone generators, cable locators, fusion or mechanical splicing tools, and standard telecommunications hand tools.
- Ability to read and interpret cable records, floor plans, route maps, as-built drawings, work orders, technical orders, manufacturer instructions, and test documentation.
- Working knowledge of telecommunications codes, standards, installation practices, and quality-control requirements applicable to Government facilities.
- Ability to document work accurately, communicate clearly in English, work independently or as part of a team, and meet strict response and completion deadlines.
- Ability to perform physically demanding work, including lifting up to 50 pounds, climbing ladders, working above ceilings, bending, kneeling, and working outdoors in varying weather conditions.
- Valid state driver's license and ability to obtain and maintain Joint Base Charleston access credentials.
- Active U.S. Tier 3 / Secret security clearance at time of assignment.
- BICSI Registered Cabling Installer, Technician level, preferred and required for key personnel assigned to cable installation unless the approved experience-and-manufacturer-certification alternative is met.
- In lieu of BICSI certification: at least three years of relevant copper and fiber installation experience plus current factory or factory-approved certifications from applicable equipment manufacturers demonstrating qualification to install and test the products used.
- Current OSHA 10-Hour Construction or equivalent safety training preferred.
- Confined Space Entry, Fall Protection, Fiber-Optic Safety, and First Aid/CPR certifications preferred or obtainable before performing applicable tasks.
- CompTIA Security+ is preferred for technicians who may require privileged access to cyberspace systems; may be required based on final labor assignment.
- High school diploma or GED required.
- Technical school, military communications training, telecommunications apprenticeship, associate degree, or equivalent formal training in electronics, networking, fiber optics, or telecommunications preferred.
- Must maintain all required certifications, clearance eligibility, base access, and training for the duration of contract performance.
- Must be available for occasional after-hours, weekend, holiday, exercise, and emergency-response work, including on-site response when directed through contractor management.
- Employment is contingent upon contract award, Government approval of personnel qualifications, successful background and security processing, and continued contract funding.
