Help

You will serve as a/an Technical Information Specialist and be responsible for developing, coordinating, indexing, processing, and transmitting marine engineering technical information. The work requires a broad knowledge of marine engineering and technical fields of interest sufficient to understand the significance and relationships of the concepts and ideas contained in the information and a practical knowledge of one or more techniques for organizing, accessing, and disseminating information..

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

• Acquiring, organizing, accessing, and disseminating information across a wide spectrum of marine engineering subjects and fields, usually of a highly specialized nature.
• Indexing and preparing technical documents and maintains technical publications and manuals.
• Managing automated database files containing specialized text and data.
• Participating in the development of information products (e.g., document storage and management databases).
• Identifying and evaluating new information sources and tools (e.g., databases, software packages, networks).
• Developing new methods of organizing and disseminating information such as gateways to specialized databases.
• Indexing engineering technical information; a process consisting of analyzing and item and assigning descriptive terms which facilitates retrieval of that item.
• Developing and maintains the controlled vocabularies used for indexing engineering documents.
• Organizing indexing terms into structured collections in conjunction with subject matter experts.

Qualifications

Basic Requirements: This position has a positive Education Requirement in addition to at least one year of Specialized Experience or substitution of education for experience or combination (if applicable) in order to be found minimally qualified. EDUCATION: Basic Requirements:

Education (for GS-5 positions): A full 4-year course of study that meets all the requirements for a bachelor's degree with major study in the subject-matter field of the position to be filled.

or

Experience (for GS-5 positions): Four years of experience that provided a knowledge of the basic principles, theories, practices, techniques, and terminology of a discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; and where appropriate, ability to read and comprehend nontechnical material in one or more foreign languages. Such experience must have been equivalent to that which would have been gained through a 4-year college curriculum.

A combination of education and experience as described above.

Additional Requirements for Positions at GS-7 and Above

For GS-09 - 2 full years of progressively higher level graduate education or master's or equivalent graduate degree, e.g., LL.B. or J.D., related to the position.

Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.

Evaluation of Specialized Experience (for positions at GS-7 and above):

Experience must have demonstrated the ability to perform, supervise, or direct one or more of the functional areas of work covered by this series; to understand the concepts, theories, new developments, and co-relationship of information in related fields; and to maintain up-to-date information on the state of the art. For positions where foreign language proficiency is needed, applicants must be able to read and/or translate material in the appropriate specialized subject-matter field

In addition to meeting the basic requirements, applicants for positions at grades GS-7 and above must have the amounts of education and/or experience required for the grade level as shown in the following table.

To qualify at the GS-09 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-07 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis.

• Knowledge of established techniques and requirements of the marine engineering field.
• Knowledge of the commonly accepted concepts, standard methods, techniques, and principles of the subject matter specialty required by the work.
• Ability to obtain, analyze, and organize using standard reference tools and established techniques and practices.
• Ability to formulate plans for changes and improvements in the development of factual data.
