Learning and Development Specialist

Senior Learning And Development SpecialistWe are looking for an experienced and engaging Senior Learning And Development Specialist to design, deliver, and evaluate impactful learning programs that support organizational goals and employee growth. This role requires strong expertise in facilitation, performance consulting, E-learning development, and the ability to work cross-functionally to identify learning needs and scalable solutions.ResponsibilitiesDesign and implement training programs using adult learning methodologiesFacilitate engaging in-person and virtual learning sessions, and provide ongoing updates to training methods and curriculumDevelop content for instructor-led training (ILT), virtual instructor-led (VILT), e-learning, microlearning, and blended learning programsCreate job aids, learning guides, assessments, and performance support toolsDevelop and maintain course outlines, storyboards, design templates and style guidesOversee and develop supervisory courses to be implemented throughout the agency and track annual supervisory training requirementsCollaborate with Subject Matter Experts to identify skill gaps and recommend learning solutionsCollect data to support learning initiatives and staff training requirementsPerform needs assessments agency-wide for new training idea implementationMaintain and create relationships with facility training liaisons and facility staffAdministers Learning Management System including content structure and naming conventions and maintains deep knowledge of how it interfaces with authoring tools.Align learning strategies with organizational goals, talent development initiatives, and competency frameworkGather learner feedback and performance data to improve content, delivery methods, and outcomesPreferred Qualifications:Bachelor's degree in Instructional Design, Education, or related field3+ years of experience developing training programs or E-learning coursesProject management experienceKnowledge of leadership development, coaching, or succession planning frameworksProficiency with course authoring tools, Articulate 360 Suite and Adobe Creative CloudKnowledge of SCORM and course accessibility standardsKnowledge of adult learning methodologiesMinimum Qualifications:Bachelor's degree and one year of experience in education or training plus one additional year of qualifying experience in software applications used for rapid development of training materials and online courses;or an equivalent combination of education and experience, substituting one year of qualifying experience for each year of the bachelor's degree and one year of experience in education or training plus one additional year of qualifying experience in software applications used for rapid development of training materials and online courses;or a master's degree in adult education or human resource development plus one additional year of qualifying experience in software applications used for rapid development of training materials and online courses.Job Type/Salary:Application period: Open Until FilledFull-timeAnnual Salary is $61,350FLSA Status: Non-ExemptNumber of vacancies: 1In OfficeThis position is in officeSpecial Requirements:Applicants must be willing and able to fulfill any job-related travel normally associated with this positionBenefit Highlights:Generous state paid benefit allowance to help cover insurance premiums.A wide choice of health insurance plans with no pre-existing condition exclusions or limitationsFlexible spending accounts for health care expenses or dependent careEmployee assistance programs and health and fitness programs11 paid holidays15 days of vacation and 15 days of sick leave the first yearRetirement Savings Plan with a generous matchLongevity Bonus for years of serviceTraining opportunities for CEU requirementsReasonable accommodation to individuals with disabilities may be provided upon request.
