Treatment & Compliance Manager
Provides strategic leadership and oversight for operations across the Water Treatment Plant, Water Reclamation Facility, and Water Quality Services Group, ensuring optimal performance, regulatory compliance, and alignment between technical programs with organizational objectives. Leads the development and execution of strategies to maintain compliance with current water and wastewater regulations while proactively preparing for future requirements. Administers data-driven process improvements, guides capital planning, and fosters innovation through close collaboration with internal teams and state regulatory agencies.
This is an exempt position with a salary range of $132,699.42 - $192,414,35 annually and a hiring range of $132,699.42 - $162,556.88, depending on qualifications and experience. This opportunity will be available to applicants until Friday June 12, 2026, at 12:00 P.M. M.S.T.

Essential Functions:
- Short-Term & Long-Range Planning: Assists in developing and administering short-term and long-range plans, policies, and procedures based on the goals and objectives of the Utilities and City.
- Regulatory Compliance Planning: Develops and implements integrated planning and compliance strategies to address current and emerging state and federal water and wastewater regulations and legislation.
- Capital Projects: Manages capital improvement projects with a focus on regulatory compliance and process optimization.
- Compliance Management: Ensures that all water and wastewater activities and operations are carried out in compliance with local, state and federal regulations.
- Project Management & Oversight: Acts as a project manager or key team member in the execution and management of multi-million-dollar Capital Improvement Projects.
- Process Optimization: Leads process optimization initiatives across water and wastewater treatment plants.
- Stakeholder Collaboration: Collaborates with key regional and State stakeholders.
- Emergency Preparedness: Directs and oversees emergency preparedness planning.
- Budgeting: Provides budgetary oversight for the water and wastewater treatment facilities.
- Staffing & Resource Management: Evaluates organizational staffing and resource needs.
- Operations Management: Accountable for overall performance outcomes of the water and wastewater treatment facilities.
- Water Resource Collaboration: Collaborates closely with Water Resources to implement source water protection policies.
- Presentations: Provides presentations to the Loveland Utilities Commission, City Council, stakeholders, and external groups.
- Collaborative Leadership: Fosters a collaborative work environment across the water treatment plant, water reclamation facility, and water quality services group.
- Directly oversees Water Treatment Plant Managers and the Water Quality Services Manager, setting clear expectations and ensuring alignment with organizational objectives and approved work plans.
- Provides strategic leadership by planning, directing, and coordinating the work of assigned teams, while supporting senior management's vision and taking decisive action to achieve both short and long-term departmental goals.
- Functions as advisor to department, sets goals and objectives for team members to achieve operational results.
- Provides guidance, analyzes, and resolves department issues.
- Interprets policies and exercises independent judgment and decision making within department.
- Makes personnel decisions related to hiring, performance, or disciplinary actions.
Other Job Functions:
- Collaborates with consultants and external experts to deliver projects on time and within budget, while ensuring compliance with local, state, and federal water and wastewater regulations.
- Assists the Water Utilities Division Manager and collaborates with other division engineers and staff on various water, wastewater, financial, operational, water quality, and other technical activities.
- Responds to escalated customer concerns and ensures appropriate resolution of issues related to treatment and water quality.
- Complies with all policies, protocols, and procedures.
- Performs other duties as assigned.

Qualifications:
Education:
- Required: 4 Year/Bachelors Degree in Civil engineering, chemical engineering, environmental engineering, or closely related technical field.
Experience:
- Required: 5 years comprehensive experience in the water and wastewater industry, with a strong focus on process evaluation, optimization, performance enhancement, regulatory compliance, and project management.
- Required: 3 years supervisory experience.
An equivalent combination of education and or experience may substitute for education requirements on a year for year basis.
Certifications:
- Coursework from AWWA, WEF, ASCE, or other professional organizations preferred.
- NIMS 100, 700, 300 and 400 courses required within 6 months of hire.
- CPR / AED certification within 6 months of hire.
Knowledge, Skills, and Abilities:
- Knowledge of strategic and financial planning; ability to manage large funds and budgets effectively.
- Demonstrates exceptional leadership and motivational skills, consistently fostering teamwork, driving performance, and cultivating a high-performing, engaged team environment.
- Advanced expertise in analyzing and preparing for evolving water and wastewater regulations issued by the EPA, CDPHE, and other governing agencies, with a strong focus on emerging contaminants, Maximum Weekly Average Temperature (MWAT),Disinfection Outreach and Verification Effort (DOVE), as well as the Lead and Copper Rule Revisions (LCRR) and Lead and Copper Rule Improvements (LCRI), ensuring readiness for increasingly stringent compliance standards.
- Extensive knowledge of unit process equipment, unit processes (water and wastewater),procedures, and theories involved in the operation of water and wastewater treatment plants.
- Knowledge of core business operations and management principles, supporting effective decision-making, strategic planning, and organizational efficiency.
- Strong knowledge in water and wastewater emergency planning and preparedness, including the development and execution of tabletop exercises to enhance response capabilities and operational resilience.
- Strong aptitude for high-level decision-making, with the ability to analyze complex scenarios, evaluate long-term impacts, and implement effective strategies aligned with organizational objectives.
- Knowledge of writing technical memos such as comprehensive reports on plant process control operations, professional reports or memorandums, and interpretation and preparation of other technical documents.
- Comprehensive expertise in standard engineering principles and practices, with a strong foundation in applying technical methodologies to water and wastewater systems.
- Demonstrated expertise in overseeing water and wastewater process optimization studies and implementing data-driven modifications to enhance system performance and efficiency.
- Skilled in effectively supervising and supporting assigned staff to ensure productivity, professional development, and team cohesion.
- Exceptional project management skills with a proven ability to lead complex initiatives from planning through execution.
- Demonstrates deep expertise in water and wastewater regulatory compliance systems, leveraging reporting tools, compliance tracking platforms, and database software to manage critical data and drive informed, data driven decision making.
- Comprehensive knowledge of CDPHE Water and Wastewater Design Criteria and the ability to apply these standards to ensure regulatory compliance and best practices in system design and operations.
- Knowledge of occupational safety standards, industry best practices, and training methodologies to ensure safe and efficient work methods.
- Excellent verbal and written communication skills.
- Ability to manage multiple projects and priorities.
