Project Manager in Child Welfare

Program Administration Specialist II Location: 5600 Cox Road, Glen Allen, VA, 23060 Duration: 6 months Mode of Work: Onsite Pay Rate: $35.00 - $45.00/hr on W2 without benefits Hours: 8:30 a.m. – 5 p.m. (12:00 noon – 12:30 p.m. break) Dress Code: Business Attire/Business Casual Equipment: VDSS will provide equipment, Microsoft Suite of tools, and planner tools. Interview process: phone screening and subsequent virtual interview(s) with camera on. Responsibilities Lead large‑scale projects and oversee enactment clause requirements and day‑to‑day support of Centralized Intake/Child Protective Services and In‑Home Services projects from inception to completion. Coordinate multifaceted projects, ensuring they are delivered on time, within scope, and aligned with strategic objectives. Plan and schedule projects, manage risk, budget, cost, and quality, and ensure software efficiency. Collaborate across programs and portfolios, manage resources, and achieve all project milestones with precision and professionalism. Qualifications Proven project manager experience and a certified project manager (PMP). Extensive experience with project management software and a strong background in large‑scale projects, estimating, scheduling, implementation, and overall management practices. Proven ability to coordinate projects within complex environments involving multiple community partners. Excellent time‑management skills and the ability to prioritize tasks efficiently under tight deadlines. Effective communication skills for collaborating across teams and presenting technical information clearly. Demonstrated expertise in project management, including adaptability, problem‑solving, organization, leadership, conflict resolution, quality management, and strategic planning. Experience developing and implementing large‑scale projects directly with a Virginia or State Social Services agency, and projects specific to Child Welfare. Lead the planning, execution, and implementation of enactment clause requirements and day‑to‑day support of Centralized Intake/Child Protective Services work study and In‑Home Services Program projects with adherence to scope, schedule, and budget. Communicate effectively and coordinate with internal and external partners, demonstrating clear expectations, active listening, and constructive feedback. Utilize blueprint reading and schematics to interpret project designs and ensure accurate implementation on‑site. Schedule, plan, and facilitate internal and external meetings (onsite or offsite) to monitor progress and adjust timelines proactively. Work directly with program staff, contractors, local Department of Social Services staff, and other partners. Review contracts, change orders, and technical documents to ensure compliance with project specifications and legal standards. Facilitate communication among community partners through clear documentation and regular progress reports. Implement effective time‑management strategies to meet project deadlines while maintaining high standards of quality.
