This position is located in Springfield Effingham County Georgia but will support Effingham and Bryan County.

Job Description: Oversees Child Welfare Services and administrative operations of a Class 3 County DFCS office. Manages the administration of policies and programs designed to protect and protect children and families. Ensures mandated services with priority of child safety and service provision to children and families. Directs subordinate supervisors and staff.

Role and Responsibilities:

• Analyzes and assesses the effectiveness of existing policies and programs to ensure the identified outcome measures are achieved.
• Assures agency compliance with policies appropriate documentation and reporting requirements.
• Builds and encourages a cooperative team-oriented environment within unit(s) and with other agencies and providers.
• Creates and maintains positive working relationships within the community and on the county DFCS Board.
• Develops and administers budgets.
• Facilitates communication within the unit(s)/agency on a specific case level as well as on a procedure/policy level.
• Interviews hires directs trains evaluates the performance of and when necessary disciplines and discharges social services employees.
• Leads and administers a comprehensive system of public assistance employability and social services.
• Manages human resources and directs administrative activities for groups of social services employees.
• Plans administers and maintains the operation of social services programs.
• Reviews new and current programs to determine their efficiency effectiveness and compliance with state local and federal regulations.

Minimum Qualifications

• Bachelors degree in a related area from an accredited college or university AND three (3) years of subordinate management experience in a human service delivery program.

OR

• Bachelors degree in a related area from an accredited college or university AND one (1) year of experience at the lower level County Director 2 Child Welfare Svcs (SSM071) or position equivalent.

Related qualifications/experience: Related qualifications include social work and behavioral science degrees including but not limited to the following: social science psychology sociology child development family studies criminal justice education public health and public administration. Related experience include the provision of services in a social services environment.

Preferred Qualifications: Preference will be given to candidates who in addition to meeting the minimum qualifications demonstrate some or all of the following skills/experience:

Preferred Skills/Qualifications:

Three (3) or more years supervising supervisors & lower-level managers experience with DFCS or comparable child welfare agency managing Child Protective Services (CPS) Foster Care and/or Adoptions.

Special Requirements:

Must have reliable transportation proof of auto insurance a valid state-issued drivers license and an acceptable driving history record.
