Transportation Engineer II or III; Pharr District (Pharr Area Office Section)

Transportation Engineer II Performs complex transportation engineering work in one or more functional areas such as planning, project development, and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level perform work independently on assignments; however all unusual issues are referred to the supervisor. Transportation Engineer III Performs advanced and complex transportation engineering work in one or more functional areas such as planning, project development, and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence. Essential Duties Assists Area Engineers with construction contract administration matters. Coordinates with Area Engineers and reviews area office contract submissions. Oversees construction project traffic control plans; periodically reviews traffic control devices with Area Engineers. Analyzes and assists in the resolution of contract problems and disputes. Assesses and reports actual project progress versus planned progress to determine trends and variances for routine projects. Conducts pre-construction meetings and public hearings. Makes presentations and represents TxDOT. Meets with law enforcement agencies and/or city officials to discuss traffic problems and possible solutions. Reviews shop drawings, plans, specifications, estimates, supplemental agreements and change order requests. Assesses and reports actual project progress versus planned progress to determine trends and variances for complex projects. Acts as consultant to staff engineers to coordinate construction operations. Coordinates maintenance matters with Area Engineers. May serve as a lead worker and related tasks. Monitors contractors' compliance with plans and specifications. Oversees contracts, issues work orders and monitors construction schedules and contractor payments and job progress on construction projects. Resolves differences between contractors and inspectors. Performs other job responsibilities as assigned. Minimum Qualifications Education: Bachelor’s Degree in engineering or related science (bachelor’s or higher degree accepted by TX PELS). Experience: 5 years engineering, transportation engineering, or related engineering experience for Transportation Engineer II; 6 years for Transportation Engineer III. Substitution: Experience can be satisfied by full-time or prorated part-time equivalent. Related graduate-level education may be substituted for experience on a year per year basis. Licenses and Certifications Valid US driver’s license; requires driving a state vehicle. Licensed Professional Engineer. Professional engineers licensed in another state but not currently licensed in Texas must meet Texas licensing requirements within six months of hire and sign an agreement as a condition of employment. Competencies Applicable plans, specifications and estimates preparation, review, processing and compliance requirements. Construction engineering policies and procedures. Construction phasing and sequencing. Construction, operation and maintenance of traffic control devices. Applicable testing methods, processes and procedures. Critical Path Method for managing projects. Contract development and oversight. Negotiating settlement of differences without damaging relationships; applying effective questioning and listening techniques to determine other parties’ positions in a direct and diplomatic manner. Speaking to present images and ideas in a clear, concise, organized and interesting manner to optimize audience understanding and keep the group focused. Maintaining a safe and effective working relationship with others. Physical Requirements General requirements for both levels: subject to environmental conditions, noise, vibration, exposure to oils and cutting fluids, protective gear required. Medium work: lift up to 50 lbs, frequently lift or carry up to 25 lbs. Includes climbing, balancing, stooping, standing, walking, pushing, pulling, lifting, fiddling, gripping, feeling, talking, hearing, repetitive motion, close visual acuity, visual operation of motor vehicles and/or heavy equipment. Detailed requirement lists are available upon request. Conditions of Employment This job has been identified as physically demanding and will require a pre-employment physical. Must pass a drug test prior to employment for safety impact positions. This is a safety impact position and will be subject to random drug testing. Please note that the Department of Transportation’s Drug and Alcohol Testing Regulation – 49 CFR Part 40, at 40.151(e) – does not authorize “medical marijuana” under a state law to be a valid medical explanation for a positive drug test result for an employee in this position. Benefits and Compensation Salary Range: Transportation Engineer II (B25) $90,000–$114,099 annually; Transportation Engineer III (B26) $96,000–$129,430 annually.
